05-17-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 17, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman GUESTS: Mark Johnson, Architect; and Margaret Davis, Citizen. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Distillery Square — Should be coming in almost any time. Sorensen has the totals and the Performance Improvement Agreement mostly completed. They just need to bring in the security for it. They are trying to get tenants in as soon as possible. Coffee Traders — They brought something in for Fincher. OLD BUSINESS: Vision Clinic — 580 N Meridian; new medical office. Johnson stated that this is now probably going to go forward. He has been instructed to get the permit ready. Public Works is waiting for their second set of comments to come back. Parks is good with this project. Tabler stated Public Works has had some e-mail correspondence that the State is going to be doing a mill overlay on Meridian Road. Our staff is meeting with MDT on this today. If we knew the project is moving forward, we could get those services in so we're not going in and chopping apart a brand new road a month later. Johnson stated everyone is onboard with that idea. Sorensen and Dedman are both okay with this project. Parker is waiting for information on the sky lights. This will be on the agenda for next week. Glacier Bank — 180 Commons Loop; parking lot expansion. Fincher has plans to review. Public Works has this under review. This will be on the agenda for next week. School District 5 Projects —Peterson, Flathead High School, and Glacier High School. The agency exemption hearings were held on May 8. The agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. Tabler stated they have not heard from the engineer yet. Fincher is good with the landscaping plans. This will be on the agenda for next week. Flathead High School — 6444h Ave W - addition. Public Works has approved this project this week, for both the parking lot and the building. We had combined the building and the parking lot. They would like us to split them out so they can move forward with the building portion. This is passed through Site Review. Peterson Elementary School—1119-2nd St W. Public Works is corresponding with the engineer on this. Tabler stated they have some infiltration tests that they need to do to verify their stormwater design. They will be doing that this afternoon. Once we have those infiltration rates, then we can finish up our review on this. This will be on the agenda for next week. My Place — 755 Treeline; new hotel with 4 floors/85 units. This is the western most lot. They have submitted their plans. This is under review. They will be going to ARC on June 12d'. This will be on the agenda for next week. NEW BUSINESS: Glacier Rail Park — request for PUD amendment to reduce setbacks along the common area with rail lines. Sorensen noted that the usual 40-foot setback would be required by zoning, but that doesn't make sense in a Rail Park type of setting. It would be preferred to say there is no setback along the common area property line if it has railroad tracks in it. That would allow them to have structures where they need them to access the lines. The committee believes this is a minor amendment. Everyone is okay with this project to proceed to getting their first Building Permit. PLANNING OFFICE ITEMS: Meadows Edge PUD — for 110 acres northwest of Rockwood. T. Jentz stated this is moving forward to City Council. RV Park - 330 lot. This will be going to Work Session with the Planning Board on June 12d', which would ultimately set up a Public Hearing for July l Oh. They are looking to have more gravel than asphalt. There will be buffering between the park and the bypass. OTHER REPORTS: Casa Mexico — They have done several small changes since they came through with their Building Permit. The most recent one they want to do is a changing a plaza -type entry to just have parking come up to the sidewalk. There is a revised plant list. They changed one of the service entries from asphalt to concrete. Fincher believes they have reduced their plantings and may need to go back to ARC. This was discussed, and decided this won't go back to ARC. 2 FVCC — Second submittal came in. Alta Planning & Design - Design team with KLJ will be in the valley June 4-8, doing a fairly intensive run at designing the trail.
