05-24-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 24, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; and Margaret Davis, Citizen. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Northwest Family Medicine — This bond has been released. Distillery Square — The current owner doesn't want to post the $22,000 bond for the new owner, and the new owner doesn't want to post the bond before the Buy/Sell is final. Their Certificate of Occupancy will not be issued until a bond is posted. They are working on figuring this out. OLD BUSINESS: Vision Clinic — 580 N Meridian; new medical office. They are working on Public Works' comments. Parks is good with this project. Tabler asked that we keep this on the agenda. This willbe on the agenda for next week. Glacier Bank — 180 Commons Loop; drive-thru lane. Public Works has approved this project. Fincher and Sorensen are still waiting for replies on their comments. This will be on the agenda for next week. School District 5 Projects — Glacier High School and Peterson. The agency exemption hearings were held on May 8. The agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. Fincher believes he has detailed landscaping plans. Public Works is still waiting for a reply to their comments. Tabler stated storm sewer is the big outstanding item. This will be on the agenda for next week. Peterson Elementary School — 1119-2nd St W. All issues have been taken care of This is passed through Site Review. My Place — 755 Treeline; new hotel with 4 floors/85 units. This is the western most lot of Treeline Center. Signage was discussed. They have plenty of bus parking. There is a 10-foot setback. Fincher will look at their landscaping. They will be going to ARC on June 12''. This will be on the agenda for next week. NEW BUSINESS: Treeline Retail Center — 635 Treeline; new retail. There will be two restaurants and an office. They will have two drive-thru lanes that go around the building. Concerns were discussed about circulation, especially with the three parallel parking spaces along the one-way drive-thru. T. Jentz believes the three spaces should be taken out of their plan. This will be on the agenda for next week. FVCC — 725 Grandview; building addition. Tabler just received their second submittal and needs to review it. Fincher will check their landscaping plan. Fire is okay with this. Sorensen will get back to Fran on this. This will be on the agenda for next week. PLANNING OFFICE ITEMS: RV Park - 330 lots. This will be going to Work Session with the Planning Board on June 12r'', which would ultimately set up a Public Hearing for July I Oh. They are looking to have more gravel than asphalt. There will be buffering between the park and the bypass. OTHER REPORTS: Liberty Theater Building — They are doing some facade work and interior office work, including improving some exits and putting in ADA ramps. They have only submitted for ARC so far. Section 35 — Starling/Grosswiler property, SW corner. An investor is interesting in buying 80 acres next to Rebecca Farms and then going through subdivision approval. They will then sell it to a developer who is looking at doing transitional housing. Multi -Family — There is interest in the property at the SE corner of Four Mile and Stillwater. Starling Project - North on West Reserve 140 acres for continuation of the Starling project for multiply housing options. Stillwater Road - Debbie Street & Greg Stratton are working with DNRC to get Stillwater Road acquired. The bottom third, east half, is still owned by DNRC and has not been compensated for the right-of-way. Trail Meetings — June 4 through June 8 h, morning, afternoon, and evening meetings. We hope to have some key property owner meetings as well. 2 Traffic Light — at Flathead Drive should be operational in August. Traffic Light - on Highway 93 and Treeline is scheduled to begin work in 2020 per Freyholtz. Open House — Freyholtz stated there will be an open house regarding Old Reserve Drive from Stillwater to Farm -to -Market Road reconstruction on Wednesday afternoon/night at the Grange Hall. This will be a two-lane road with the trail on one side. Traffic Light — Helena Flats and Hwy 35 will have a signal going in there.
