Performance Bond Reminders: C. Johnson had none to report. Jentz stated Bill Rice with Westwood Park (located on
Corporate Drive behind Ashley Square Mall) has a bond expiring at the end of October and they still have to install street
trees, boulevard and landscaping along with a grass-crete turnaround for the fire department. Rice said they do not have the
sales to support the cost of the work, at this time so they are requesting the option of tying the work to the issuance of
building permits. Jentz added they could extend the performance bond for a year as another option. Jentz said the cost of
installing the boulevard street trees and grass could be paid to the Parks Department and they would install them at a more
appropriate time of year. Jentz will contact the Parks and Fire departments and discuss this with them. Jentz suggested that
Site Review will probably be seeing more of these type of requests due to the economy. Further discussion was held
regarding the secondary access road.
OLD BUSINESS:
Bloomstone: Sorensen said this discussion is regarding the parking area for the multi -family component ofthe Bloomstone
project. Greg Lukasik stated they are currently installing infrastructure and want to build the parking area at this time. They
wanted to make sure it was alright with the city that they do that. Sorensen noted this should be reviewed by both Site Review
and Architectural Review before they proceed. Lukasik reviewed the site for the committee. Items that arose included the
plan should indicate where the property lines are located; a vegetative screen between the single-family and multi -family lots
and landscaping of 5% of the interior area should be included in the site plan; making sure the parking spots are 20 feet with
24 foot driving aisles; handicapped parking spots should be 9 feet with 9 foot aisles in order to be able to locate them later;
for 64 units 128 parking spaces are required, which includes the handicapped parking spaces and aisles and Sorensen
recommended a van -accessible spot at the shortest route into each building; and contact the fire department about hydrant
locations. There was further discussion regarding the infrastructure that would be installed with the parking area and how
impact fees would be collected. Burnham said Public Works was in agreement that the impact fees would be charged with
the building permit and not the parking area. Jentz suggested Lukasik bring drawings indicating what the landscaped and
berm areas would look like for Architectural Review and be sure to include the bike/pedestrian trail connections on the site
map.
Bus Shelters: Jentz said the City Attorney has developed a permit form for the bus shelters and he asked for clarification on
how the locations are determined. Jentz stated the permit would include written communication from Eagle Transit that it is
an approved location; written acknowledgement agreeing that in the event that Eagle Transit takes the stop off the route the
shelter will be relocated within 30 days; written acknowledgement from the applicant that they agree to the conditions of
maintenance of the property, that it will be kept free of snow, ice and other debris and failure to maintain the property will
result in the loss of the permit; and they must carry $4 million of liability insurance; need to provide a footprint of the
standard design including sidewalk accommodations and aprons to curb to meet handicapped requirements. Discussion was
held on the following: The city needs a list of the current bus schedule that indicates where the stops are located; limiting the
type of signage allowed on the shelters in the entrance corridors; concerns that some of the shelters are being installed
without access, such as sidewalks and in addition it appears that some of the sidewalks installed do not meet the city width
standards; and lighting of the shelters. Jentz suggested that the display signs be limited, such as in Great Falls which is 50%
of the exposed walls, and Jentz thought Kalispell's shelters should be limited to one panel of signage and the remainder of the
shelter should be open for safety and visibility. Jentz also suggested that bus schedules should be posted on the inside of the
sign panel. Atkinson said they would be providing schedules to be posted.
Further discussion was held regarding limiting signage in the entrance corridors to non-profit advertising; moving the shelters
into the interior roads of the shopping areas instead of on the R/W; and shelters in residential areas and the need to discuss
with developers the appropriate location in their subdivisions for a future bus stop. Atkinson said Eagle Transits goal is to
provide service in a timely manner and it is quicker to pick up passengers on the highway R/W instead of going into the
shopping areas. However, their goal is also to meet the needs of the passengers and the location is an important part of
meeting those needs.
Conrad suggested when the checklist for the permits are in place the city should have the authority to require that the current
shelters be brought into compliance. Atkinson said he would talk to Eagle Transit and contact Chandler Communications.
The committee decided the installation of new shelters should be put on hold until these issues are worked out and the
permitting process is in place.
