05-10-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 10, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUEST: Peregrine Frissell (Daily InterLake) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Green Nissan — they need to get estimates in to us. PTA — They have requested release of their bond. They did not seed the stormwater retention areas and they will need handicapped signage. Fuel Fitness — They have also requested release of their bond. They need to do hydro seeding. They did more landscaping than they proposed, but it has migrated all through the parking lot so we are asking them to fix it. Instead of putting a landscape curb around it, they need to put a retainer in there for now. OLD BUSINESS: Vision Clinic — 580 N Meridian; new medical office. This project maybe on hold. Swank informed Crowley they have some cost overruns so they were putting this on hold for now. Building has not received anything in this regard. Parker has not received their plan review comments back yet. Sorensen will do some follow-up with them to see what their exact status is. Public Works is waiting for their second set of comments to come back. This will be on the agenda for next week. Glacier Bank — 180 Commons Loop; parking lot expansion. Public Works' second round of comments went out. Nothing has come in for Sorensen or for landscaping. This will be on the agenda for next week. School District 5 Projects —Peterson, Flathead High School, and Glacier High School. The agency exemption hearings were held on Tuesday night. The agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. P. Jentz has not heard anything from their engineer yet. Morrison-Maierle is looking at the drainage calculations. Fincher will make sure the landscaping plans have been submitted and approved. He believes they came in from McConkey at Morrison- Maierle. This will be on the agenda for next week. Peterson Elementary School — 1119-2nd St W. Nothing new on this. P. Jentz noted they are looking at some other options. This will be on the agenda for next week. Flathead High School — 644-4d' Ave W - addition. We had combined the building and the parking lot. They would like us to split them out so they can move forward with the building portion. Public Works is waiting for revised drawings and will then sign off on this. They want to get their Building Permit issued and not have the parking lot plans holding the building up. This will be on the agenda for next week. NEW BUSINESS: My Place — 755 Treeline; new hotel. This is the western most lot. They have submitted their plans. They made the adjustment to get the 10-foot landscape buffer in. This is open now for everyone's review. They will be going to ARC on June 12d'. Nygren stated the NE pedestrian connection into that island on the site should have a connection there. They would prefer not to have a connection there. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Waters CUP - 707 West Center Street — (old Merganthaler building) Their CUP application for HVAC went through Planning Board. There was some discussion as to whether this use fit into the long range plan of the core area. Meadows Edge PUD — for 110 acres northwest of Rockwood. Nygren stated this went through Planning Board. Peterson Project — on College Avenue and Sylvan. Monday night Council denied the zone change and the preliminary plat for this project. We will probably be seeing another preliminary plat come in on this. OTHER REPORTS: Glacier Village Greens Phase 19 Final Plat. When they were looking at doing the preliminary plat for this, there was a concern from our Fire Department about not having a connection at the north end of the long run of homes. It was a condition on the plat when they proposed this. The compromise at the time was that there would not be a full right-of-way connection, but rather some type of grasscrete emergency connection. With the golf course, they would be cutting across one of the fairways. Dedman stated that the extra access is not necessarily for fire access. It's for people in the community to get out during an emergency. The grass things typically don't work well. He will look at the preliminary plat and see what the written concerns were at the time from the past fire chief. Sorensen stated on the plat there is a little gap that is in there for that connection. In the winter, though, no one keeps it cleaned out. This condition was deferred because the project wasn't finished. Nygren stated this is the last final plat, so if it doesn't get put in with this one, it's not going in. Dedman will look into this to help decide on this issue. CHS — This was previously approved last summer. They were going to need to do additional PUD amendments. One of them was related to setbacks up against the tracks. Nygren asked if we will need an amendment for the landscaping at fuel site. Fincher has a meeting with Mark this afternoon regarding the landscaping over there, so he doesn't know what it will look like yet. Dedman has concerns about the fuel tanks, depending on their size, that will need to be setback from the property line per the Fire Code. This will be on the agenda for next week. Silverbrook — Nygren stated they will be submitting a Final Plat for two commercial lots on Church Drive. They will also be submitting a plan soon for the entire area that was originally planned for townhomes to a multi -family project. This is a pretty big change from the original PUD so we would be looking at it as basically a zone change and taking it through Planning and Council. They have quite a bit of opposition from the Silverbrook Homeowners. American Title — New building on Center Street. They want to move the parking lot because DEQ has a monitoring well in their location. They are also considering a request to put in a 3,000 sq. ft. storage building.
