05-03-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 3, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Mark Johnson, Architect; and Margaret Davis, Citizen. HEAR THE PUBLIC: Margaret Davis: "I live at 160 Charlotte Ave. Just a general remark about the Westside Connector and all these new subdivision proposals coming to the City, and annexation requests. I hope that part of the deliberations are preserving street ROWs so that there is better connectivity than there is, for example, between Hwy. 2, Two Mile and Three Mile where the absence of north/south collector streets is very apparent and stifles the ability to reach various neighborhoods from the west side of Meridian. As far as the H-1 zone goes, the traffic considerations are just becoming ever more complicated by not only the ongoing construction but that even is beginning to taper off. But the situation with Surgical Services Drive, which is private, has a number of people parking on that alley and that is the only alternate to 93 N/S that connects Sunnyview and Conway Drive, and the situation is not very tenable." PERFORMANCE BOND REMINDERS: Distillery Square — Their Building Permit has been issued. They will be coming in next week with some estimates for bonding on sidewalks and landscaping. The tenants will be moving in on the 15''. They have a little ways to go on their sheetrock. OLD BUSINESS: Town Pump (south) — 2950 Hwy 93 S; fuel island/canopy expansion. We had been waiting for their parking space changes. They asked for an update on the storm drainage through Pubic Works. Tabler said yes; Public Works is good. This is passed through Site Review. Vision Clinic — 580 N Meridian; new medical office. Johnson stated their updated site plan basically addressed their ARC review revisions of deleting some canopies over some windows, some miscellaneous interior finish issues with clarifications on materials, and their parking lot. They have reworked their parking lot. They are working on building review comments regarding the sky light. 1 They will be maintaining the one-way. Tabler suggested they look at the turning movements at the entrance with the islands. Public Works is still reviewing their resubmittal. This will be on the agenda for next week. Glacier Bank —180 Commons Loop; parking lot expansion. Updated plans came in Monday. They only addressed Public Works' comments, and Tabler stated the updated plans are under review. This will be on the agenda for next week. School District 5 Projects —Peterson, Flathead High School, and Glacier High School. They have submitted the agency exemption for all of these projects except for Glacier, but have decided to opt into the Site Review process. The agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. Fincher is having ongoing discussions with them. Nothing has been received back yet on Public Works' storm sewer questions or for the engineers to get back to us regarding storm sewer. This will be on the agenda for next week. Flathead High School — 6444h Ave W - addition. Tabler is waiting for them to respond to his building and parking comments. Building has completed their review. This will be on the agenda for next week. Peterson Elementary School — 1119-2nd St W. Public Works has not yet received any responses from their engineer regarding stormwater. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Waters CUP - 707 West Center Street — (old Merganthaler building) Their CUP application for HVAC will be reviewed. This is zoned B-3. Meadows Edge PUD — for 110 acres northwest of Rockwood. Nygren is waiting for their Park Plan. Rockwood Ranch — This is going to Council on Monday. Glacier Town Center — This is also going to Council for their Final Plat. OTHER REPORTS: Downtown Parking — This was discussed between Nygren and Rademacher.
