04-19-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 19, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Jarod Nygren, Acting Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation; Jeremy Peterson, Contractor for F.V. Oral Surgery; Rory Young, Jackola Engineering; and Margaret Davis, Citizen HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Town Pump (south) — 2950 Hwy 93 S; fuel island/canopy expansion. Parker stated that electrical drawings were submitted so we may be able to finish this soon. Tabler is good with this project. This will be on the agenda for next week. Vision Clinic — 580 N Meridian; new medical office. Tabler is waiting for a resubmittal on this. New Landscape Plans came in but Fincher is still reviewing them. This will be on the agenda for next week. Glacier Bank —180 Commons Loop; parking lot expansion. Public Works is still waiting for their initial submittal from their engineer. Fincher also has a request out for Landscape Plans. Tabler has had some correspondence with their engineer about storm sewer treatment. If they can demonstrate that they are within the amount that was designed with the subdivision, then for flow control they can just utilize the pond at the bottom of the hill. This will be on the agenda for next week. Flathead Valley Oral Surgery — 60 Village Loop. This is located at Whitefish Stage and Village Loop. They have divided the one existing parcel into two. Peterson is present for this project discussion. Fincher stated they have updated their Landscape Plan and took out a flowerbed around a sign that was an issue. Tabler stated he had a last minute request regarding stormwater. This was passed through Site Review with the condition by Public Works on the stormwater. School District 5 Projects — Peterson, Flathead High School, and Glacier High School; other projects were passed through last week. They have submitted the agency exemption for all of these projects except for Glacier, but have decided to opt into the Site Review process. The agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. Tabler is stilling waiting for their engineer to get back with us on stormwater. Fincher is waiting for Landscape Plans. They are removing some of their pork chop islands, which we approved, but they have to upgrade their other landscape islands to meet the landscape ordinance. The engineer put it on the School District to come up with the drawings. This will be on the agenda for next week. Flathead High School — 644-4d' Ave W - addition. They submitted this project in two packages. Comments have gone out to their engineer from Public Works on both packages. They will have temporary closures on 5d' Ave W. Tabler is waiting for their engineer to get back to him on his first round of comments. This will be on the agenda for next week. Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the building over the grass. Their engineer will get back to Tabler as far as what their solution will be for stormwater. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Rockwood Ranch PUD — A big project at the southeast corner of Three Mile and West Springcreek. Their application to annex 90 acres into the City with a PUD went through the Planning Board. Phase I will have 48 units in the middle of the project. This will be going before City Council on May 7d' and Nygren is meeting with the Aspen Knoll HOA on Thursday evening. Meadows Edge PUD — for 110 acres northwest of Rockwood. Nygren is working with Public Works on their PUD. He has been trying to meet with Bruce Lutz on the parkland because there is a lot of open space but not really parkland in this subdivision. The open space will have a lot of storm water. Fincher noted that open space is for the benefit of the property owners there, but it doesn't do anything toward a parkland dedication to meet Parks requirements. OTHER REPORTS: Crossings at Spring Creek — 324 units on Two Mile Drive. Tabler met with the engineer. We should probably be seeing something on that in the next month.
