04-12-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 12, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation; Mark Johnson, Architect; Jeremy Peterson; Toby McIntosh & Rory Young, Jackola Engineering; and Craig Koontz. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Sunrift Brewery — We are trying to wrap up their C of O, so they put in some cost estimates on finishing Phase I for the full C of O. They also submitted the preliminary layout for Phase II incorporated into Phase L Sorensen heard back from Fincher and the numbers are okay with him. Haskins has signed off on this previously. They will be submitting their security and Sorensen will prepare a Performance Improvement Agreement for their signature. OLD BUSINESS: Town Pump (south) — 2950 Hwy 93 S; fuel island/canopy expansion. Sorensen sent an e-mail to Joe Murphy, and they are trying to figure out some concerns regarding their electrical service. Nothing new has come in. This will be on the agenda for next week. Panera — 2240 Hwy 93 N; new restaurant. Public Works is finished reviewing this project. Fincher sent an e-mail to Sorensen that he is ready to sign -off on this. This is passed through Site Review. Vision Clinic — 580 N Meridian; new medical office. Public Works is still waiting for a resubmittal. They are working on their final package. This will be on the agenda for next week. Glacier Bank — 180 Commons Loop; parking lot expansion. Tabler stated Public Works is still waiting for their initial submittal. Fincher sent a request for landscaping but hasn't heard anything. This will be on the agenda for next week. Courtyard Apartments — 1842 Airport Road; remodel and addition of existing four buildings. Sorensen stated the lights need to be shielded. Parker will continue to look at the handicapped areas. Young stated the new sheds will move right across the parking lot to the two corners of those parking spaces, which will take away some parking. Public Works is ready to sign off on this. This is passed through Site Review subject to Parks review. Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. This subdivision is going to Final Plat on Monday per Nygren. Public Works is ready to sign -off on this. Their pedestrian plan has been reviewed and was discussed. Subject to Parks sign -off and subject to Final Plat, Grease Monkey is passed through Site Review. Flathead Valley Oral Surgery — 60 Village Loop. This is located at Whitefish Stage and Village Loop. They have divided the one existing parcel into two. The Preliminary Plat is done. The Final Plat was discussed. The builder needs to be aware of where they put the building so that when the Evergreen water line actually goes in there the setbacks will fit properly. They have comments from Public Works and from Parks. McIntosh should have his responses completed today. They would like to have it passed through Site Review. Tabler will assign a new address to the new parcel. The 10' ROW dedication needs to go on the new plat as well. Tabler and McIntosh discussed the retannage pond, drainage, and overflow. This is passed through Site Review with conditions. School District 5 Projects — Peterson, Flathead High School, and Glacier High School; other projects were passed through last week. They have submitted the agency exemption for all of these projects except for Glacier, but have decided to opt into the Site Review process. The agency exemption would not require them to go through a zoning review. Linderman School will also be doing some interior changes. They will also request the agency exemption. They will probably have some stormwater issues from last year when they repaved their parking lot but were not compliant. Glacier High School — 375 Wolfpack Way. Fincher has comments out to them. Public Works has comments on drainage and have been in contact with their engineer. This will be on the agenda for next week. Flathead High School — 644-4d' Ave W - addition. They submitted this project in two packages. Comments have gone out to their engineer from Public Works on both packages. They will have temporary closures on 5d' Ave W. They have a lot of excavation still to do. Tabler stated that 7d' St W is the designated haul route right now. This will be on the agenda for next week. Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the building over the grass. Their engineer will get back to Public Works as far as how they will handle their storm sewer requirements. This will be on the agenda for next week. NEW BUSINESS: None. 2 PLANNING OFFICE ITEMS: Rockwood Ranch PUD — A big project at the southeast corner of Three Mile and West Springcreek. Their application to annex 90 acres into the City with a PUD went through the Planning Board. Phase I will have 48 units in the middle of the project. This will be going before City Council on May 7th. The Zone Change on College Ave, Two Mile, Three Mile, and West Spring Creek all went through the Planning Board. General discussion was held regarding right-of-ways, MDT requirements, etc. OTHER REPORTS: Sunrift Brewery — 55 1st Ave WN; preliminary comment on Phase 2. They are hoping to be open by the 25th. They are going to try to do all of this at once and not really a Phase I and Phase IL Phase I will now have a one-way driving lane with angled spaces. They need to make sure they have the turning radiuses correct. They need to make one of their handicapped spaces van accessible. Sidewalks were discussed with Johnson. The covered patio area was also discussed. Young spoke on the storm water. They plan to have it go under the trail and go into the mall system. There are still a lot of unknowns with the trail. FVCC — Have submitted some plans for an addition to the Broussard Center that we will see in Site Review. They are not adding any parking. At this point the plans are ARC only. Liberty Theater — Exterior remodeling. This won't need to go through Site Review. Kay Jewelers — One of three tenants in the Shops Building. They are withdrawing their application per their e-mail. Kalispell North Town Center — They have submitted their Final Plat for the remainder of that subdivision. Distillery Square — 6th Avenue West just south of Center. The building has sold. The new owner spoke with Nygren and they are aware of the outlying issues with the sidewalks, etc. Tabler stated the new owner will finish the exterior and the existing owner will finish the interior. Siderius Property - There is a buy/sell on just under 100 acres of the property on the north side between Cemetery and the bypass. The new owner is looking at trying to start some additional phases. RV Park — We are continuing to talk with Andy in Florida about the RV Park. He's looking at submitting his application. This project design is for approximately 200 units in a circle with 5-6 3 acres in the middle. He is considering putting in an event center in the middle of this to hold 5,000 to 6,000 outdoor seats. Mad Cajun Smokehouse — Flathead Furniture remodeling. They are talking about some interior seating but probably just a drive-thru window and catering. We are trying to work with them on this. T. Jentz noted they will need at least a 12' paved driving lane around the building out to the alley for their pick-up. CHS - Preliminary design for a fueling station in the Rail Park near Oregon Lane and Flathead Drive. They would like it to be a one-way street with roll curbs and no landscape boulevard or street trees. There is sidewalk on the south half, but no sidewalk on the north side. Nygren relayed our comments to their engineer. The fuel station will be public. They are open to putting in shrubs instead of street trees. Tabler stated they should have defined approaches going in and out rather than just roll curb the entire parcel.
