PERFORMANCE BOND REMINDERS:
Diest has been working on a better way to document bonds and the process we should be going
through. She has created a spreadsheet, sorted by expiration date. If she does not receive an
agreement (PIA or SIA) she doesn't always have an expiration date, which she needs to have. She
also receives Letters of Credit and Cashier's Checks. Cashier's Checks are immediately cashed, but
Letters of Credit could expire before the project is completed. Each department needs to keep track
of their own bonds, LOCs, and CCs. Diest also needs to have the original LOC and bonds. This new
spreadsheet will replace the SIA list she used to have.
Northwest Family Medicine - Public Works was waiting for a test result on their retention pond so
Parks can release the bond for Northwest Family Medicine.
Harbor Freight - We just issued the C of O for Harbor Freight. Sorensen does not think a
Performance Improvement Agreement has been signed.
OLD BUSINESS:
Town Pump (south) — 2950 Hwy 93 S; fuel island/canopy expansion. Nothing new has come in.
Sorensen stated the site plan will probably change because of their parking issues, namely it sits in
two PUDs, there is a property line that goes underneath the canopy, and they are eliminating a lot of
parking. This will be on the agenda for next week.
KRMC patient corridor addition - 310 Sunnyview. This has been put on hold. Russ Skelton will
be our main contact person rather than the Chief Financial Officer they had suggested previously.
Panera — 2240 Hwy 93 N; new restaurant. Fincher is not ready to sign -off on this yet. He is looking
for some landscape revisions. Public Works is finished reviewing this project. This will be on the
agenda for next week.
Vision Clinic — 580 N Meridian; new medical office. Public Works is waiting for a resubmittal.
They are working on their final package. They did go through ARC. This will be on the agenda for
next week.
Glacier Bank —180 Commons Loop; parking lot expansion. Tabler stated Public Works is waiting
for their initial submittal. Fincher sent a request for landscaping but hasn't heard anything. The
President of the bank did have a meeting with our City Manager a month or two ago. We haven't
heard anything back from APEC on any of the comments. There is no landscape plan or lighting plan.
There are also some handicapped accessibility issues. This will be on the agenda for next week.
Courtyard Apartments — 1842 Airport Road; remodel and addition of existing four units. Their
application for an Administrative CUP came in. We have not received anything on what they plan to
do with their sheds related to the flood plain issue. Drainage was discussed. P. Jentz stated they will
need to submit a memo regarding a design deviation for their stormwater. The deviation would run
their roof water out into the grass instead of on the pavement. Once through that process, Public
Works will be able to sign off on this. This will be on the agenda for next week.
Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. Public Works is ready to
sign -off on this. Their pedestrian plan has been submitted. We are waiting to hear back on the trees.
Fincher told them there are smaller trees that could work in the boulevard. Freyholtz stated that
MDT is concerned about site problems with clear vision triangles. Maintenance is also more
concerned now about sidewalk issues in the right of way. They would be okay with the trees going
on the back of the sidewalk. Fincher will correspond with Doug Peppmeier. They are hoping to have
this on the April 16'' Council Agenda, which means Nygren will need a letter from Fincher. This will
be on the agenda for next week.
Flathead Valley Oral Surgery — 60 Village Loop. This is located at Whitefish Stage and Village
Loop. They will be dividing the one existing parcel into two and adding landscaping. Fincher will
send his comments to them. This will be on the agenda for next week.
School District 5 Projects — five elementary schools, Flathead High School, and Glacier High
School. They have submitted the agency exemption for all of these projects except for Glacier, but
have decided to opt into the Site Review process. The agency exemption would not require them to
go through a zoning review. Linderman School will also be doing some interior changes. They will
also request the agency exemption. They will probably have some stormwater issues from last year
when they repaved their parking lot but were not compliant.
Russell Elementary School — 227 W. Nevada St. They will be doing an addition onto their

playground for the gym. Nothing new on this project. This is passed through Site Review.
Glacier High School — 375 Wolfpack Way. Public Works comments have gone out. They have
some stormwater issues. Fincher stated they can get rid of some of their turning movement islands if
they were to address the other existing ones because they were installed improperly. They will come
up with designs that are more appropriate and meet our landscaping requirements. Public Works is
waiting for their resubmittal. This will be on the agenda for next week.
Elrod Elementary School — 412-3rd Ave W. Sorensen recommended to them that they consider
their agreement that they would be providing 30 parking spaces. They never installed the full 30
spaces, and what they did install, they are removing as part of this. This is a separate issue from the
Building Permit and more of a neighborhood relations issue. This is passed through Site Review.
Flathead High School — 6444h Ave W - addition. They submitted this project in two packages.
Comments have gone out to their engineer from Public Works on both packages. They have
completed their demolition. This will be on the agenda for next week.
Hedges Elementary School — 8274h Ave E. They will be doing an addition on the NE corner. This
will be a gym addition off to the west. This is passed through Site Review.
Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the
building over the grass. P. Jentz stated comments were sent on this for substantial changes or
additions regarding their stormwater. This will be on the agenda for next week.
Edgerton Elementary School — 1400 Whitefish Stage. They will be doing a small addition to the
front of the building. This is passed through Site Review.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS:
Rockwood Ranch PUD — A big project at the southeast corner of Three Mile and West Springcreek.
They submitted an application to annex 90 acres into the City with a PUD. Phase I will have 48 units
in the middle of the project. Nygren is still working on this for Tuesday's meeting. He will give the
conditions to Public Works as soon as he is done with them.
OTHER REPORTS:
CHS - Preliminary design for a fueling station in the Rail Park near Oregon Lane and Flathead Drive.
They would like it to be a one-way street with roll curbs and no landscape boulevard or street trees.
There is sidewalk on the south half, but no sidewalk on the north side. Fincher suggest they put
landscaping in a clump but avoid the truck entries. Tabler stated they should have defined approaches
if they are opened to the public. If it is, we would like to have a city standard approach from the

intersection.
85 Village Loop — Dental Clinic. This can be passed through Site Review.
Southside Estates — Fincher will be meeting with Brian Wells next week regarding the landscape
plan.
Rose Crossing — Jeff Claridge — next to Armory. The Armory put in fencing along Rose Crossing
that goes up 6 feet with barbed wire at the top overhanging into the City ROW. Claridge would like
to screen the fence. He has 20 feet from the edge of the road. Typically we would put the sidewalk
on the property line, but the property line is the fence. He would like to do a 7-foot boulevard, a 5-
foot sidewalk, and then an 8-foot planting area along that fence. Fincher suggested they use creeping
vine to cover the fence.
RDO — Freyholtz stated that the 8-foot wide concrete sidewalk that the City approved needs to have
an agreement signed between MDT and the City like they did with Claridge's project.
Mobile Vending — we will meet to discuss mobile vending after this meeting.
