03-29-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 29, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Patrick Jentz, Engineer I Jarod Nygren, Acting Chairman Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: James Freyholtz, Montana Department of Transportation HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Town Pump (south) — 2950 Hwy 93 S; fuel island/canopy expansion. Public Works has their clarification with their engineer, and they are ready to sign off on this. This will be on the agenda for next week. Vision Clinic — 580 N Meridian; new medical office. Public Works is waiting for a resubmittal. Nygren noted they were going to make some changes regarding the backup space. Plan review comments went out last week. They are working on their final package. This will be on the agenda for next week. Glacier Bank —180 Commons Loop; parking lot expansion. Tabler stated Public Works is waiting for their initial submittal. This will be on the agenda for next week. Courtyard Apartments — 1842 Airport Road; remodel and addition of existing four units. Public Works has had discussions with their engineer. Tabler suspects they will submit a design deviation regarding their stormwater. With this deviation, P. Jentz stated they would run their roof water out into the grass instead of on the pavement. Once through that process, Public Works will be able to sign off on this. This will be on the agenda for next week. Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. They are hoping to get their Final Plat on April 16''. We are waiting for some pedestrian connectivity of how it will work on the east side. They are working with MDT on the landscaping. Fincher told them there are smaller trees that could work in the boulevard. TD&H may go back to MDT with the smaller tree species for their approval. Public Works is ready to sign -off. This will be on the agenda for next week. School District 5 Projects — five elementary schools, Flathead High School, and Glacier High School. They have stated that they plan on taking the agency exemption for all of these projects. They have decided to opt into the Site Review process. All of these projects will need reviews under other codes, but the agency exemption would not require them to go through a zoning review. Parker will be reviewing all the school plans soon. Tabler noted that Phipps will be doing a cursory review for pre-treatment in the kitchens. There is a question as to whether any of the schools still use their kitchens or if they only use the School District's Central Kitchen. Flathead High School — 6444h Ave W - addition. They submitted this project in two packages. Comments went out on parking lot reconstruction. Public Works is close to signing off on the first package. Their building package is under review by Public Works. Parker is presently reviewing this also, and will have comments ready to go out today or tomorrow. Their proposal for the road closure has been approved with conditions. This will be on the agenda for next week. Russell Elementary School — 227 W. Nevada St. They will be doing an addition onto their playground for the gym. P. Jentz stated this first phase is all over impervious surfaces and this project is under 10,000 sq. ft., so they won't need any stormwater plan at this time. With Phase III, which is from June to December, they will need water quality for that per our standards. Phipps will be reviewing their kitchen work. This will be on the agenda for next week. Glacier High School — 375 Wolfpack Way. P. Jentz stated Public Works comments have gone out, and the engineer knows what he needs to change for resubmittal. This will be on the agenda for next week. Elrod Elementary School — 412-3rd Ave W. They are building over their parking which is an impervious surface, and this project is under 10,000 sq. ft., so they won't need any stormwater plan at this time. This will be on the agenda for next week. Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the building over the grass. This will be a gym addition off to the west. P. Jentz stated comments were sent on this for substantial changes or additions. This will be on the agenda for next week. Edgerton Elementary School — 1400 Whitefish Stage. They will be doing a small addition to the front of the building. This project is under 10,000 sq. ft. This will be on the agenda for next week. Hedges Elementary School — 8274h Ave E. They will be doing an addition on the NE corner. This will be a gym addition off to the west. They will be building over some of the parking areas which is an impervious surface, and this project is under 10,000 sq. ft. so they won't need any stormwater plan at this time. This will be on the agenda for next week. 2 NEW BUSINESS: Flathead Valley Oral Surgery — 60 Village Loop. This is located at Whitefish Stage and Village Loop. Nygren is in the process of doing a Preliminary Plat on this lot. This will be going in front of Council on Monday night. When it comes in for Final Plat, we will want to get a 10-foot dedication for the road. They will need to have their geo-tech sign off on this. Parker noted this is a fire sprinklered building. They will have Evergreen water but will need a sewer service line extension. They will also need some site improvements to include sidewalk. PLANNING OFFICE ITEMS: Nygren sent out referrals on: Rockwood Ranch PUD — A big project at the southeast corner of Three Mile and West Springcreek. They submitted an application to annex 90 acres into the City with a PUD. Phase I will have 48 units in the middle of the project. The Meadow's Edge PUD — Northwest corner of Three Mile and West Springcreek. Submitted an application to annex 110 acres of land into the City with a PUD. We will be doing a work session at the April 10 h Planning Board. They have a buy/sell on the triangle property at the northeast intersection, so they might be redesigning. OTHER REPORTS: None.
