03-26-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES MARCH 26, 2018 View the minutes attached to the audio of the meeting at: http:Hkalispell.com/mayor and city council/Streaming-AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, MARCH 26, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell and Senior Planner Jarod Nygren. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Sidewalks/Pedestrian Connectivity Russell introduced the issue, noting it is coming up because of a large development being proposed in an area with no connecting sidewalks, and described some of the various programs that have been used in the past in order to construct sidewalks. He turned the discussion over to Nygren. Nygren presented a "sidewalk map" that was completed by the planning department, stating that staff walked every inch of the sidewalks and noted where they were good, poor, etc. Nygren answered general questions. There was discussion. Russell described a number of ways sidewalks could be placed into areas where they are missing: creating a Special Improvement District, applying for grants, 50150 program, etc. Russell noted that a prioritized connection plan is one of the goals of the Growth Policy. There was further discussion. Public Comment Bob Merchant, 288 4th Avenue EN, suggested that the following be considered: connectivity to commerce; maximizing recreation facilities; and allowing seniors to remain living independently. He also suggested giving developers incentives for creating pedestrian -friendly developments.
