1. Public Works
50150 Sidewalk Replacement Program
In order to encourage the replacement of sidewalks, the City of Kalispell has established
a cost sharing sidewalk replacement program. The City equally shares the cost of
replacing sidewalks with the adjoining property owner. The program is administered on a
first come first serve basis.
The City annually obtains a local sidewalk contractor through the competitive bidding
process. The 50/50 program allows property owners to utilize the competitively bid
prices to have their sidewalks replaced. This process for 2018 has been completed. The
Public Works Department provides engineering and inspection services at no expense to
the property owner. On average, the City participates in 4.5 blocks of sidewalk
replacements through the 50150 program on an annual basis.
The property owner has two payment options. First, the Contractor will bill the property
owner directly for their share of the cost upon completion of the work. Second, the
property owner's share may be paid by utilizing an eight -year assessment program. This
option enables the property owner to pay by pro -rating their share of the cost over an
eight year period on their respective property taxes.
The program will be advertised through social media, and information can also be
obtainable on the City website at htlp://www.kalispell.com/public_works/sidewalk
or by contacting Public Works at 758-7720.
Stormwater 2017 Annual Report
The Annual report for Kalispell's MS4 Permit was submitted to DEQ on February 23.
The annual report is a requirement of the permit and provides
information to DEQ as to the City's adherence to the annual permit
requirements. The report provides information on the following:
• Funding resources
• Illicit discharge — stormwater utility mapping, outfall dry
weather screening, illicit discharge tracking and removal
• Construction Site Stormwater Management- construction site
permit tracking, inspection, and compliance
• Good housekeeping training and tracking for city employees
• Water quality monitoring plan, sampling and evaluation
• Public education and involvement outreach program development and
collaboration
• Post construction water quality standards
• Internal organization, collaboration, and communication
In addition to the completion of the 2017 Annual Report, Casey Lewis, the City's new
Environmental Specialist, has updated the Stormwater Management Program (SWMP) to
include:
• Review comments from DEQ in 2017
• Updated program descriptions
• Formatting
• Organizational charts
• Quantifiable pollution reductions
• Monitoring plans

2. Parks Department
The Depot Park gazebo recently received a new roof. The old cedar shake roof had
deteriorated and was beyond its life expectancy. The new roof should give us another
35+ years.
Our forestry division has almost completed the pruning of all trees along 4th Avenue
West.
Paws to Play is working with us to temporarily close Begg Park Dog Park for spring
break up in order to preserve turf during the spring thaw and allow for some maintenance
repairs to the park. Items include repair of some fencing, installation of the foot bridge,
installation of a bike rack, installation of the water fountain, and overlaying the parking
lot.
We had a conference call with MDT last week to short list 3 consultants for designing the
KYAC/HWY 93 Bike/Pedestrian path. MDT will start their process of vetting and
choosing one of the three consultants to start the design process. MDT estimates
completion of this section by Fall 2019.
We have been busy putting together our upcoming activity guide that will come out in
late April. This year we are adding some new camps, programs, and special events for
the summer. This includes: new nature and outdoor adventure camps, youth and adult art
programs, 3 on 3 basketball and floor hockey leagues for adults, family rafting, and rock
climbing experiences.
Our Kalispell Kickers indoor soccer program finished on Saturday, March 10, and our

Little Squirts basketball program finishes on March 17. Our next big programs are
Spring and Rookie soccer. Registration closes on March 30 and the programs start on
April 25.
We have worked with the Kalispell Police Department to rebrand
our afterschool program. We wanted something to separate us
from other similar programs and developed a logo that identified
the program. After a few weeks of working with KPD (Cairo,
Wade, Tim and Jason) we came up with "Cairo's Kids" as our
new program title.
We have also branded our
Summer Day Camp as "Camp
Woodland". We used the name "Camp Woodland" as
a base for our Zombie Camp that we developed last
year. Once the name was used for our Zombie Camp,
we felt it was a natural fit for replacing the generic
name of Summer Day Camp.
3. Fire Department
Since the last update, the Kalispell Fire Department has received 135 calls for service.
Every year the Kalispell Lion's Club recognizes a Fire Fighter of the year award for the
department. This person to be selected by their peers must have the respect of their peers
and supervisors. This person must show willingness for special assignments within the
department, and must be active in some aspect of community service away from the
department. This person would be in keeping of the LIONS club Motto "We Serve".
This year's awarded nominee is Fire Fighter Don Thibert.
Fire department staff have also been learning the administrative side to the new Civic
Plus web site and will be working on the different aspects directly related to the Fire
Department page.
4. Police Department
Over the weekend, K-9 Officer Parce and Cairo attended the Special Olympics
Conference in Helena.
Officers Wiley Fusaro, Karen Webster, and Sergeant Jim Wardensky attended a
Background Investigation training course that enhances techniques for conducting
background checks for prospective new employees.
Officer Bagnoli was requested by administration at KRMC's Kid Care Center to do a
presentation about Police work and public safety. The classroom of twenty children, ages
3-4, asked a variety of questions pertaining to Officer Bagnoli's duty belt, uniform, and
job duties. Officer Bagnoli handed out coloring books and Police badge stickers to all the
kids after the presentation. KRMC staff requested Officer Bagnoli return for future
presentations at Kid Care.
Attached is the latest case and arrest report for February.
5. Information Services
IT staff coordinated a multi -day website training for respective personnel that are tasked
with maintaining and updating respective portions of the municipal website. The
redesigned website launches on Thursday 3/29.
6. Building Department
In the last 2 weeks, we have issued permits for 2 single-family homes. That will bring
the total of new single family/duplex and townhouse units for the year to 9, compared to
11 last year at this time.
The building permit was issued for the Shops Two building at Spring Prairie Four located
at 2244 Hwy 93 N. The estimated project valuation is $1,320,000. The site will include
Kaye Jewelers, Mod Pizza, and T-Mobile. The permit for the new REI building located at
2270 Hwy 93 N (between Hobby Lobby & Home Goods) was issued. The estimated
project valuation is $1,940,000. We will also be issuing a certificate of occupancy for
Mudman Burgers on West Idaho with a soft opening anticipated to occur on Monday.
7. Planning Department
The planning board met this past Tuesday and recommended approval for two
preliminary plats. Both are located on Village Loop between Whitefish Stage and West
Evergreen. Each subdivision created just one additional lot. In addition, the board held a
work session on Rockwood Ranch, a 90-acre development located between Three Mile
and Two Mile Roads, bounded on the west by West Spring Creek and the east by Spring
Creek Estates. The project anticipates 209 residential lots and a small neighborhood
commercial site to be located at the intersection of West Spring Creek and Three Mile
Road. The applicants are requesting annexation, PUD zoning, and preliminary plat
approval for a phased development. A formal public hearing on this project is scheduled
for the April planning board meeting.
