03-22-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 22, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Del Phipps, Industrial Pre -Treatment Coor. Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman GUESTS: James Freyholtz, Montana Department of Transportation. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: City Treasurer Diest agreed that a possible new spreadsheet for tracking performance bonds would be helpful. She indicated that it would be at least a couple weeks before she would have something we could begin to work with. OLD BUSINESS: Town Pump (south) — We are still waiting for some information to come in. This will be on the agenda for next week. KRMC Patient Corridor Addition — 310 Sunnyview - by the ER entrance. This has been temporarily put on hold. It will probably comeback in some kind of a redesign. The hospital asked that it be pulled out of the queue. They are also pulling out the CT Expansion, which wasn't on Site Review but has been pulled out as well. We did ask them about the Medical Arts parking, which is one that we looked at last year that McIntosh had brought in. This is already through our process here and is waiting to be picked up. There was a brief discussion regarding staffing changes at the hospital and points of contact. It was indicated that Russ is still there, so we still have a point of contact. Sorensen did speak with Russ about getting together in a couple of weeks to map out all the new contacts. Panera — 2240 Hwy 93 N; new restaurant near the south end of Spring Prairie 4. Updated plans are in where they adjusted the parking in the SW corner and some of their landscaping. Public Works is okay with their pre-treatment grease interceptor. This is passed through Site Review. Vision Clinic — 580 N Meridian; new medical office. They are still working on the specifics of the parking lot. They have civil engineers trying to figure it out. Normally we would have 24 feet behind a 20-foot space and a five-foot overhang, which brought the curb right up to the building. So they were talking about possibly reducing this 24 feet down a foot or two. There won't be traffic driving through as it's more of a dead-end. The committee agrees the 20 feet would be sufficient for this one-way aisle. Rademacher suggested they have something that will discourage people from walking behind the building. Tabler stated he is waiting on resubmittal. This will be on the agenda for next week. Glacier Bank — 180 Commons Loop; parking lot expansion. Tabler stated there has been some correspondence with the engineer this week. They are working toward a solution. There has been no full submittal received yet. This will be on the agenda for next week. Courtyard Apartments — 1842 Airport Road; remodel and addition of existing four units. No application for the Administrative CUP has been received yet. Sorenson has not heard back on his issues. They have requested design deviation or stormwater treatment requirements. Haskins and Turner will discuss this regarding compliance with the new standards. They were in and we were looking at this previously under the old standards, but it wasn't a formal building permit submittal. This will be on the agenda for next week. Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. Sorensen has comments out but has not heard anything back yet. He has not received anything for ARC either. Civil was approved. Phipps has some pre-treatment comments out. They were coming in with a little more detail on the pedestrian plan through Treeline Center. We have not received that yet. There were some discussions going back and forth with Fincher regarding the BPA easement and trees. Some of those trees may slide over onto their property a little bit more. Also, Nygren stated that indicated the boulevard along Old Reserve is too small for trees. The trees may need to be moved to the other side of the sidewalk or maybe onto private property. We are just waiting for the pedestrian plan and the landscaping plan, and then the Final Plat should be ready to go. This will be on the agenda for next week. NEW BUSINESS: School District 5 Projects — five elementary schools, Flathead High School, and Glacier High School. They have stated that they plan on taking the agency exemption for all of these projects, but none have been submitted yet except for Flathead High School. They will redo it and send it in. They have decided to opt into the Site Review process. All of these projects will need reviews under other codes, but the agency exemption would not require them to go through a zoning review. Flathead High School — 6444h Ave W - addition. We did get some manner of fashion of an Agency Exemption for Flathead High School. They will redo it and send it in. This project will probably be the first one under construction. They are planning on doing demo in roughly a week and a half. Public Works had a meeting with them regarding the road closure. Tabler stated their contractor was informed that they can't just close the roadway, so they are going to come back with a 2 proposal as far as what a short-term closure during the day might look like. Sorensen noted there is no place onsite to do construction. Are they posting any type of a bond to be doing work from the ROW that would cover any damage to the road and sidewalks? P. Jentz stated they will have to have a ROW Permit. (Both Swank and Leighty Brothers have posted insurance and bond with individual ROW Permit Applications.) Come will be doing a video of the property beforehand so that we have documentation of what the existing roadway and curbing look like right now. They will come back with a proposal for the road closure. MDT has a project on 7 h Street West with the original proposed detour, which probably won't be feasible throughout the summer per Tabler. Their parking lot resurfacing will be rolled into this project. They have a little bit of ROW improvements out there that Public Works is reviewing as well. Tabler stated Public Works will be reconstructing 8d' Street West this summer. This will be on the agenda for next week. Russell Elementary School — 227 W. Nevada St. They will be doing an addition onto their playground for the gym. P. Jentz noted we will need some more updated civil drawings, and all of these will play into the discussion Haskins and Turner are having right now about what kind of stormwater improvements are needed because they won't need them with the first Phase, but Phase III which is from June to December, per our standards they will need water quality for that. He is still waiting to hear back from the architect. Phipps will be reviewing their kitchen work. This will be on the agenda for next week. Glacier High School — 375 Wolfpack Way. McConkey stepped us through what is going on there. Sorensen stated they are adding at least three more pedestrian connections from their parking areas, taking out some of the rock landscaping without curbing and adding in curbs. There were some discussions with Fincher about using some of the rock chip mulch. They didn't put any irrigation lines in so having real landscaping is more difficult, at least at the cost they want it to be. There are a few areas where they are going to just pave over and stripe off. P. Jentz noted this project has stormwater issues as well. They will need to bring the whole site into compliance. Right now McConkey is running some calculations to see what that would look like. They potentially have some grass swales they might be able to use. Freyholtz asked if anyone has said anything about a connection from the parking lot to Old Reserve Drive where the crossing is at Reserve Place. Someone called the MDT office asking about the ROW out there for doing that connection. No one on the committee had heard anything about it. Right now, the pedestrian connections are not good and everyone is jumping over snow berms from the parking lots. This will be on the agenda for next week. Elrod Elementary School — 412-3rd Ave W. They are building over their parking. P. Jentz stated it looks like they are planning on doing some stormwater improvements, but they haven't provided that in their current submittal. Sorensen stated they had a meeting about taking their ROW and adding in some of their land and having a larger parking area that would cut through the side of the park and then hook into the alley. We haven't received anything back from them on this. This will be on the agenda for next week. Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the 3 building over the grass. P. Jentz noted this project is a little bit more cut and dry. It is more likely this will need storm. This will be a gym addition off to the west. They will be building over some of the parking areas. This will be on the agenda for next week. Edgerton Elementary School — 1400 Whitefish Stage. They will be doing a small addition to the front of the building. Tabler stated this one is similar to the Courtyard Apartments; a small addition with a little bit of hardscaping in the existing area but not a lot of it. This will be on the agenda for next week. Hedges Elementary School — 8274h Ave E. They will be doing an addition on the NE corner. This will be a gym addition off to the west. They will be building over some of the parking areas. This will be on the agenda for next week. PLANNING OFFICE ITEMS: Nygren is working on the April 10�' Staff Reports. Rockwood Ranch PUD — A big project at the southeast corner of Three Mile and West Springcreek. They submitted an application to annex 90 acres into the City with a PUD. Phase 1 will have 48 units in the middle of the project. The Meadow's Edge PUD — Northwest corner of Three Mile and West Springcreek. Submitted an application to annex 110 acres of land into the City with a PUD. Will be doing a work session at the April 10'' Planning Board. They have a buy/sell on the triangle property at the northeast intersection, so they might be redesigning. OTHER REPORTS: FVCC — Sorensen received an e-mail from Fran at FVCC. There was some discussion with Public Works and they have a couple different phases. They are looking at doing some of the ROW improvements along with Phase IL They want to have our feedback on this. Tabler stated their Phase I will be a library. They would rather not have to do improvements to Grandview. They have a good point in that this addition isn't going to create a lot of new traffic. Phase II will be a new Student Life Center that would trigger a TIS, and they propose to do the improvements shown by the red line work to Grandview. They want to draft up an agreement so that we have a higher level of confidence that it will take place in Phase IL Their sidewalks may be a little bit wider than a conventional sidewalk to tie in with their internal sidewalk system. They discussed getting something in by the tennis courts. Initial discussions stated this is your typical urban collector with a standard boulevard and it might be an 8-foot sidewalk instead of a 5-foot sidewalk. Sorensen will send a confirmation e-mail back to them regarding this but will tell them to continue working with Public Works on the details. Tabler stated we are going to ask them to reroute their water main on the cross country route there and run it in more with the entrance and then through the parking lot with Phase I. Siderius RV Park — south of the bypass. They are looking at where to go with their utilities; 4 possibly Ashley Meadows. Nygren stated that putting the utilities up north through the other Siderius property out to the highway wasn't going to work with the controlled access, as they weren't able to get an agreement on where that access should be with the neighboring property to the north. That's where the utilities would need to be, so they are just looking at coming from the south along Ashley Meadows instead. Freyholtz asked if that goes in there, would the City want to annex that road. Discussion was held regarding annexation. Nygren stated the developer knows he has to put a City street all the way down from the bypass to Ashley Meadows. Sunnyside Road at Denver —preliminary review of subdivision. They will need sidewalks, curb, and gutter on both sides. Also, street trees would be required. The potential is to have three duplexes or three sets of townhouses, probably facing Sunnyside. Tabler stated with the west half of that parcel, we would still have some traffic concerns and would like to see the site pushed as far to the east as is possible. The developer needs to hire a surveyor, do the design, and bring it in. We are okay with the "no access" strip going away, but there are problems with the stopping site distance. WestCraft Homes — Northland Phase V. They are wondering if they could get rid of the road connection and then loop around. The block length and removing of access points could also be a problem. They need to increase connectivity in this neighborhood. Nygren will let them know this is a major change and that their proposal will either need to go back to the Planning Board or else leave it the way it is at which point they can move forward. Crossings at Spring Creek — Tabler spoke with the engineer for this project. They will be doing traffic counts next month. They will analyze Hawthorn and Three Mile. Sidewalks — Nygren has a sidewalk/pedestrian connectivity Work Session on Monday with the City Council stemming from the Crossings development. The 50150 program does about 5 to 5i/z blocks each year, which is strictly for replacement of sidewalks at $35 per linear foot. This Work Session may result in us having to do some sort of pedestrian sidewalk/bike plan. The City Manager is going to talk about doing a citywide district for sidewalks as a funding option for sidewalk projects.
