03-12-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES MARCH 12, 2018 View the minutes attached to the audio of the meeting at: hqp://kalispell.com/mqyor and city council/Streaming_AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, MARCH 12, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Parks Director Chad Fincher and Parks Administrator Lisa Simmer. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Recreation Fees Russell introduced the issue, stating that this kicks off Budget season and this is the only area staff is looking at for increases. He turned the discussion over to Fincher. Fincher explained the proposed increases to recreation programming and facilities fees. He said staff looked at actual costs vs indirect costs and compared Kalispell's program to similar programs in the area. Fincher noted that staff has increased marketing and awareness through social media by putting information out into the community and also by using paid Facebook ads. He said staff is using many tools to draw people in, including rebranding some of their programs. Fincher remarked that the reservation fees are being increased because the parks department has been told by the county that garbage disposal fees are being implemented and the city needs to recoup those costs. He said the price of labor to keep the facilities clean has also gone up and therefore staff is recommending increases. There was discussion and Fincher answered questions. Russell noted that a resolution will come before council for action at the next meeting. Public Comment None. Kalispell City Council Work Session Minutes March 12, 2018 Page I CITY MANAGER/MAYOR/COUNCIL REPORTS Russell noted he will be in Helena for the Joint Legislative Meeting on Tax Increment Financing on Wednesday and that there is a possibility that the Road and Bridge Tax that was approved last year will be sought to be repealed. Russell also refuted an email received regarding the Core Area Plan. He said the author is attempting to paint a picture that does not exist by citing incorrect facts regarding the TIGER Grant and utilities. Mayor Johnson remarked that there is a 911 meeting at 1:15 pm on Wednesday that he is planning to attend.
