03-15-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 15, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Del Phipps, Industrial Pre -Treatment Coor. Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Aaron McConkey (Morrison-Maierle); Nicole Costello (Morrison-Maierle); Doug Peppmeier (TDH); and Kyle Reddig (AMI Development). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Town Pump (south) — We are still waiting for some information to come in. This will be on the agenda for next week. KRMC Patient Corridor Addition — 310 Sunnyview - by the ER entrance. Tabler received their information but still needs to review it. Many of our prime contacts at KRMC have been laid off. The parking analysis came in. This will be on the agenda for next week. Panera — 2240 Hwy 93 N; new restaurant near the south end of Spring Prairie 4. Updated plans and comments came in. No response to our pre-treatment grease interceptor comments. There is a letter to Parker on the server that may meet what we need as far as comments. Right now they have three light poles in their 20-foot buffer. We are telling them nothing can be put in there per Sorensen. This will be on the agenda for next week. Vision Clinic — 580 N Meridian; new medical office. Public Works is waiting for the resubmittal from their first review. They were trying to get some further adjustments on their buffers, but Sorensen told them it is what it needs to be unless they really change their layout. This will be on the agenda for next week. Glacier Bank — 180 Commons Loop; parking lot expansion. Tabler stated we are waiting for calculations on their stormwater. There has been no full submittal received to proceed. We are also waiting for landscaping plans and lighting. There was a meeting with the City Manager and the President of Glacier Bank. Haskins also attended the later part of that meeting. The bank is aware of what we have required, and he said they would talk it over. This will be on the agenda for next week. Courtyard Apartments — 1842 Airport Road; remodel and addition of existing four units. Public Works spoke with the engineer to get a feel for how the existing stormwater system works. We will need to have some discussion as to what needs to be addressed. We are also waiting for the Administration CUP because of their addition. We are also waiting on resolution of what to do with the sheds. This will be on the agenda for next week. Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. Final Plat is going through the process right now. Most of what needed to be in is in. We are still waiting for two or three things that will be submitted. Peppmeier told the City what the BPA said about no trees, and the BPA does encroach onto this parcel. They suggested grass or ground cover only. MDT is fine with the City's guidelines for planting along the street, including Old Reserve and Treeline. They will also add in the irrigation the City requested. Peppmeier will submit this information to Fincher so he can sign -off on it. They have developed an overall pedestrian access plan for the development as we had requested, to show how all these parcels will link up to Old Reserve, Treeline, and the path. There is an area in Lot 5 where a decision will need to be made if landscaping is more important or the pedestrian connection. Signage was discussed. They know that the Building Permit will not be issued until it is Final Platted. This will be on the agenda for next week. NEW BUSINESS: School District 5 Projects — five elementary schools, Flathead High School, and Glacier High School. They have stated that they plan on taking the agency exemption for all of these projects, but none have been submitted yet. All of these projects will need reviews under other codes and they may opt to go through Site Review to coordinate things, but the agency exemption would not require them to go through a zoning review. Glacier High School — 375 Wolfpack Way. McConkey and Costello were present on behalf of Morrison-Maierle for this project. They will be putting in some new sidewalk connections, taking out some of the rock/landscape islands that are problematic, patching, repaving, shifting some handicapped parking spaces, and restriping. They will be adding some more handicapped parking spots as well. Rock areas will be either taken out or protected by curb and gutter. McConkey noted this is part of the deferred maintenance portion of the bond. There is stormwater/water quality treatment for the area in the front. They did a grass line swale. There are two added alternates that are also included in the package that had detention and water quality because it's new and impervious area. They do not have the budget for these right now, but may revisit these in 18 months to 2 years once they get through the rest of the deferred maintenance and if there is money remaining. This will be on the agenda for next week. Flathead High School — 6444h Ave W - addition. We have had this in Site Review for the building portion, but are still waiting for their agency exemption to come in. The parking lot rehab is listed 2 separately. We would like to merge this in with the building permit for our review. Public Works is fine with this. The layout is not going to change. This is essentially just a rehab project of what is existing. Tabler stated Public Works is going to look at doing 8d' Street West and get a new curb line in. This might ripple into the Morrison-Maiele's design of the approach. Sorensen stated there was some talk of intermittent closure of 5 h, but the City has not received a formal request to do that yet. This will be on the agenda for next week. Russell Elementary School — 227 W. Nevada St. They will be doing an addition onto their playground for the gym. They will have some stormwater challenges. Elrod Elementary School — 412-3rd Ave W. They are building over their parking. Hedges Elementary School — 8274h Ave E. They will be doing an addition on the NE corner. This will be a gym addition off to the west. They will be building over some of the parking areas. Peterson Elementary School—1119-2nd St W. They will be adding a gym space to the east of the building. Edgerton Elementary School — 1400 Whitefish Stage. They will be doing a small addition to the front of the building. PLANNING OFFICE ITEMS: Two Village Loop Subdivisions Preliminary Plats were approved by the Planning Board, and will be going before the City Council. Rockwood Ranch PUD — A big project southwest of Spring Creek, in between Three Mile and Two Mile. A Work Session took place. They submitted an application to annex 90 acres into the City with a PUD. Phase 1 will have 48 units in the middle of the project. They were generally in favor of it. There were a couple of comments the applicant will work on and get some new renderings in for the Public Hearing next month. There were some concerns about the RV parking, what that would look like, and how it would impact the existing neighborhood of Spring Creek. They were hoping for a construction access road away from Spring Creek's neighborhood. OTHER REPORTS: Treeline Village - My Place — preliminary review of hotel site. Four-story, 85-unit hotel. The height is just below 60 feet. Peppmeier spoke to the pedestrian connection possibilities. The owner wants to add an island on the west side. It does make snow removal problematic, but it also breaks up the long, wide asphalt area. The storm drain system was all designed for the entire subdivision. So was the water and sewer. Sewer actually goes out into Treeline. Water will come off the new water loop that is being built. Pedestrian connections were discussed. The location of the access points were also discussed. Sunnyside Road at Denver — preliminary review of subdivision. They have a 1/2 acre lot on the corner. There is a "no access" strip all along the north side of Sunnyside from 2001. This would have a huge impact on that property on how it could potentially develop and where the accesses come in. They will need to put in curb, gutter, and sidewalks around the entire perimeter. Plan Review Project Tracker —Sorensen explained additional information on the tracker. This will be for current projects being reviewed. Once it is completed, it will be removed from the tracker. We will go "live" with this version. Tracking of Performance Bonds — Every department is responsible for tracking their own bonds. Siderius RV Park — is still going forward. Four Mile and Stillwater — T. Jentz stated he attended a brief meeting yesterday at this location for a 230-unit apartment complex on the NW corner. Montana Coffee Traders — Phipps looked at their location, and everything is fine on his side with this project. The meeting was adjourned at 11:15 a.m. cc: Police City Manager Fairgrounds MDOT Bldg.
