H. PUBLIC HEARING — Modification of West Side Urban Renewal Plan , a

Mr. Wright of 233 Arbor Drive East, former owner of Kalispell Lumber asked that Council wait
for redevelopment of the linear trail saying he feels other areas in the core area have more
pressing needs for utility infrastructure improvements.

Seeing no further public comment, Mayor Johnson closed the public hearing.

This item considers a request from Sands Surveying on behalf of Go
Development, LLC, for final plat approval of the 3.65-acre, 18 lot, Glacier
Village Greens Subdivision Phase 21, located on West Nicklaus Avenue.
Planning Director Tom Jentz provided the staff presentation on this item.

This item considers a request from Sands Surveying on behalf of Owl Corporation
for final plat approval of a 3-lot multi -family residential subdivision on a
3.8-acre tract of land located along Sawyer Lane west of Taelor Road and north of
Old Reserve Drive.
Planning Director Tom Jentz provided the staff presentation on this item.

J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Anticipate the relocation agreement between FCEDA and CHS to be signed which would
pave the way for construction of the CHS site in the Glacier Rail Park.
• An interim study draft report was released this week on Tax Increment Financing. Mr.
Russell spoke briefly about the recommendations in the report. The State Joint
Committee on Revenue and Transportation and Local Government meets next week to
discuss it.
• No Work Session is scheduled for next Monday.
00:13:39 Councilor Kuntz mentioned an article that came out in the Daily Interlake today
regarding the Whitefish Resort Tax (2017 a record year for Whitefish resort tax by Lynnette
Hintze).
Councilor Kuntz mentioned an article that came out today in the Daily Interlake regarding the
School District looking at fee hike for out -of -district students (Kalispell Public Schools —
Kalispell looks at fee hike for out -of -district students by Hilary Matheson).
Councilor Kuntz spoke regarding a guest editorial response from Christopher Hall that was
published in the Daily Inter Lake on February 11, 2018.
00:17:33 Mayor Johnson provided the following report:
• Mayor Johnson reported on a 911 Committee meeting held 1:15 p.m. last Wednesday
saying insurance claims in the self -insured pool have cost overruns from the projections
which may mean an increase in the next budget for employee benefits.
Mayor Johnson is setting up meetings with each Commissioner Candidate. He will
extend an offer to host a candidate forum for County Commissioner candidates prior to
the primary.
• Mayor Johnson met with Senator Daines who is hopeful that the Federal tax reform act
and continuing repeal of regulations will have a positive benefit.

• Mayor Johnson said he has talked with several state Legislatures about what they see as
upcoming issues going into the next Montana session. Tax revenues will be a continuing
concern going into the next session. A number of people in the legislature feel it's time to
have a look at the overall tax structure in the state.
