PERFORMANCE BOND REMINDERS:
PTA — Their bond came in and they have signed the Improvement Agreement.
Spring Prairie 4 — Tabler stated that everything is done and accepted. Fincher stated that he would
like to check on the landscaping before releasing their bond.
OLD BUSINESS:
Town Pump (south) — Updated landscape plans came in. Fincher wants to hold onto this until
Public Works gets a chance to approve their curb cut that they are going to provide and the material
they are going to use. Tabler will contact their engineer regarding possibly paving this. Sorensen has
not heard back on their relocated parking. This will be on the agenda for next week.
KRMC Patient Corridor Addition — by the ER entrance. Tabler is waiting on calculations from
their engineer on drainage. This will be on the agenda for next week.
Panera — 2240 Hwy 93 N; new restaurant near the south end of Spring Prairie 4. This went through
ARC. There are some pending landscaping changes coming in. They will need to remove the last
parking space right before the drive-thru to avoid backing into the drive-thru. We are waiting on a
response to comments regarding their grease interceptor. This will be on the agenda for next week.
Vision Clinic — 580 N Meridian; new medical office. We have an updated site plan. They didn't
have the 5-foot setback along the eastern property boundary and the northern property boundary, so
they made some adjustments there. It will still be a one-way loop. ARC is looking at their awnings.
Public Works and Parks have comments out. R. Parker is still working on his review. They will need
to submit updated civil plans as their curb lines were changed. This will be on the agenda for next
week.
Glacier Bank — 190 Commons Loop; parking lot expansion. Sorensen received some
correspondence. Tabler stated he has not received any plans. We are waiting for calculations on their
stormwater. Their landscaping plan does not show trees. Fincher will send out a response. They still
need a lighting plan, need to deal with some property lines, and will need to add one more
handicapped space. Its location will be dependent upon what we see for accessible routes. This will
be on the agenda for next week.
Coffee Traders — 328 W Center; Change of Use to commercial kitchen. No site changes, so all the
parking will remain as it is. Fincher wants the rock area to have a barrier or be removed. Tabler
wants the gravel walkway that goes to the front door to be paved. This is passed through Site
Review with conditions. Building will hold their plumbing permit pending their removing the floor
and submitting a Plumbing Plan to show floor drains, floor sinks, or anything else that may or may not
be required to go through the grease interceptors.
Courtyard Apartments —1842 Airport Road; remodel and addition of existing four units. They will
be doing some exterior improvements and a laundry addition. They are taking out some parking
spaces and doing landscaping. They want to take out two old sheds and replace them with new ones,
but they are in the flood plain area. They will need one additional handicapped space, and may need
to put in a ramp. We will also ask them for an Administrative Conditional Use Permit as this is a
multi -family project. Existing ramp in the northeast corner is not ADA compliant. This will be on the
agenda for next week.
Well House — 631 Timberwolf. In front of the 9-1-1 Building. This went through ARC. We are not
reviewing this for compliance with any easements. This is passed through Site Review.
Lift Station —135 Triple Creek. On Triple Creek in Aspen Creek Subdivision, just south of Three
Mile. This is an existing building that will be tied to the Westside Interceptor and will be replacing
some Lift Stations that are north of Three Mile. This is close to the flood plain. They are going to do
some confirmations on the lowest adjacent grade. It should have a 20-foot front setback and a 10-
foot side setback. It probably doesn't meet those requirements right now. It is shown as all gravel
but Haskins stated previously that they can extend the concrete to the building. He will make sure the
light is "dark sky" compliant. They will put up a 6-foot chain link fence around it. This is passed
through Site Review.
NEW BUSINESS:
Grease Monkey — Treeline Road; new oil/lube shop in Treeline Center. Parks is waiting on
responses to Fincher's comments. Figure out how they will do their perimeter landscaping. They will
come up with a uniform planting schedule and a plan for the perimeter. The perimeter would be done

by the developer, not each business as it develops. Nygren will clarify that for us. They know that
the Building Permit will not be issued until it is Final Platted.
PLANNING OFFICE ITEMS: March Agenda
Two Village Loop Subdivisions — Nygren talked with them about the PUD.
Rockwood Ranch PUD — A big project southwest of Spring Creek, in between Three Mile and Two
Mile. This will be going to a Work Session. They submitted an application to annex 90 acres into the
City with a PUD. Phase 1 will have 48 units in the middle of the project.
The 324 unit apartment complex will be going before City Council.
Southside Estates Phase II - This will be going before City Council with the variance. The Planning
Board approved the variance for the accesses to the south and not having to put those in. There is a
ROW for utilities. This went through the Planning Board.
Meadow Edge — on the other side of West Spring Creek, north of Three Mile. They will be
requesting annexation of their 110 acres, PUD, and Phase 1 subdivision.
RV Park — south of Gardner's, located near southernmost bypass roundabout. There will be a work
session with Rob Smith from A2Z regarding this project after this meeting.
OTHER REPORTS:
Beverly Parker — Del Phipps introduced Beverly Parker from the WWTP. She works with Phipps in
the Pre-treatment Division. She will be coming to our future meetings.
