02-22-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 22, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer I Jarod Nygren, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: Mark Johnson (Architect); and Toby McIntosh (Jackola Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: PTA — Public Works is good with their cost estimate for paving, landscaping, and striping. We are waiting for the bond to come through for their Certificate of Occupancy. Crowley will know what work has been done. When this was passed through, we required a 10-foot ROW reserve to be granted along Whitefish Stage prior to the C of O. A2E2 is working on this. This will need to be shown on their Plat. We will require a letter that states they will put it on their Final Plat. Dance Studio — 322 Whitefish Stage. They should include landscaping and sanitary work. They will be submitting a Cashier's Check for $1,100 + 125%. Tabler will check on their service hookup. OLD BUSINESS: Town Pump (south) — They are still working on additional parking on the property line, and they are not sure what they are going to do with the internal property line yet. Public Works has approved this, but are waiting for Fincher's response in regard to creating the approach for the lift station. We are still waiting for new landscaping plans. They are having discussions with Town Pump as to what they want to do. This will be on the agenda for next week. KRMC Patient Corridor Addition — by the ER entrance. Public Works is still waiting for their engineer to give us their drywell drainage memo. McIntosh needs to check with Marcello before sending it over. The fire access is fine. This will be on the agenda for next week. Panera — 2240 Hwy 93 N; new restaurant near the south end of Spring Prairie 4. Public Works is waiting for comments on the grease interceptor to be addressed. We are still waiting for Fincher's sign -off on the landscaping. This has not gone through ARC yet. It was suggested by Public Works and Planning that they remove the last parking space right before the drive-thru to allow more stacking room. Solid Waste storage access was discussed. There is a concern about the need for screening with the drive-thru. Parker sent comments out yesterday, and they responded immediately. This will be on the agenda for next week. Distillery Square — 45 — 6 h Ave W; remodel existing building. They need to get in contact with Fincher about the boulevards and the trees. Public Works received revised drawings. Tabler stated they will get rid of the trim that is in the ROW, so the sidewalk will just stop flush with the ground. They will then do a City Standard curb. They plan to take advantage of the City's 50150 Program for sidewalk on the south side. The handicapped accessibility needs to have a ramp because of an elevation change. They are working with Clawson on this. The committee passed this through Site Review. Vision Clinic — 580 N Meridian; new medical office. Public Works had sent out some initial comments and Haskins believes Public Works will receive their resubmittal today. This will be going to ARC next Tuesday. This will be on the agenda for next week. Glacier Bank —190 Commons Loop; parking lot expansion. Sorensen sent out comments to them about the handicapped parking, a Lighting Plan and a Landscape Plan. They need to do something with the property lines through there. Haskins has asked for a Design Report and how they will deal with water quality and detention. Public Works review will begin when the Design Report is received. This will be on the agenda for next week. Coffee Traders — 328 W Center; change of use to commercial kitchen. This will no longer be a restaurant. Tabler stated that Public Works will just have the grease interceptor review. No change on the site layout. Only interior remodeling and a Change of Use. Parker stated they will need a Plumbing Plan to show floor drains, floor sinks, or anything else that may or may not be required to go through the grease interceptors. Their pedestrian approach was discussed. This will be on the agenda for next week. NEW BUSINESS: Courtyard Apartments —1842 Airport Road; remodel and addition of existing four units. They will be doing some exterior improvements and a laundry addition. The flood plain may impact their addition. We would need some elevations shot. McIntosh will let Rory Young know. They will be doing some new sidewalks in the Courtyard. They need to check their ADA accesses. This will be on the agenda for next week. Well House — 631 Timberwolf. In front of the 9-1-1 Building. Garage sized, with walls that are pre- cast. The roof is also pre -cast. ARC will need more information. This will be on the agenda for next week. Lift Station —135 Triple Creek. The Westside Interceptor will be coming through in this location. 2 The flood plain is nearby. ARC will need more information. The existing Lift Station there will be rebuilt. They have an existing generator that will stay there. The HOA gave us an easement in their park for the Lift Station. There will be a fence around the building. This will be on the agenda for next week. PLANNING OFFICE ITEMS: March Agenda Rockwood Ranch PUD — A big project southwest of Spring Creek, in between Three Mile and Two Mile. They submitted an application to annex 90 acres into the City with a PUD. Nygren sent out referrals. Their park land is problematic, as the first phase of their park land is in the BPA easement. We have their phasing plan (five phases). Phase 1 will have 48 units in the middle of the project. RV Park — south of Gardner's, located near southernmost bypass roundabout. They have an engineer now. Dedman stated previously that the road should be at least 25-feet wide with two accesses. We need to have a meeting with them to discuss the project. Haskins suggested we invite James Freyholtz, too. Apt. Complex off of Three Mile — multi -family. They are moving on from this location and are looking at some other areas. Meridian Court —108 unit apartment complex. It has it's approvals but they are waiting to develop. OTHER REPORTS: Parking Lot Connection — KRMC/Brendan House. McIntosh stated they will be routing cars while the work is being done. They will need to provide access during construction. If this turns out to be a permanent driveway, it will need to be paved. Haskins stated the temporary road should have a date for when it will be taken out or paved. If this is used only for access during construction, they would not have to update their Traffic Control Plan and their SWWPP. Site work is indicated through the approach. Haskins stated they will need to put a collar around the sewer manhole. The sidewalk will need to be thickened through the approach. They will need to update their traffic control. They have already upgraded the lights. Cross easement for all the ownerships there. If permanent, submit new drawings. Green Hyundai — Sign permit for sign on landscaping island. Roughly a parking stall width. There would be landscaping three feet on each side of the sign. Public Works needs details for what they will do with the curbing and drainage plan. Bright View, Phase II — this is DNRC property on Reserve Place. Three approaches off of Reserve Place. McIntosh stated that the utility access to the Lift Station is basically half an access way so if they develop out 6 and 7 and want to do a shared access, then they could just build the other halfwith curb and gutter. Haskins suggested they put in a 11/z" water line. McIntosh would rather wait until they know what they will need. He will send drawings of where the hydrants are. Nygren will check 3 for any further conditions. Cenex Grain Elevators & Harvest — They signed their Relocation Agreement yesterday. LHC is ahead on the Rail Park, and are looking at September I" to have it done. Cenex would like to start construction June 1st out there. There is a pre -construction meeting on March 20th. No plans have been submitted yet. Westside Interceptor — A lady in Quarterhorse Estates stated their Homeowner's Association will be getting together to submit a comment as to why the interceptor shouldn't be there. Crevier's - Nygren stated Rory Young from Jackola brought in some layouts. They are talking about designing around the current easement. It is a city street they are connecting through.
