02-12-18 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES FEBRUARY 12, 2018 View the minutes attached to the audio of the meeting at: http://kalispell.com/mao_and_cily council/Streaming AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, FEBRUARY 12, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, City Attorney Charles Harball, Planning Director Tom Jentz, Public Works Director Susie Turner, and City Engineer Keith Haskins. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Evergreen Sewer Requests Russell introduced the issue and turned the discussion over to Turner. Turner described the history and background of the Evergreen Sewer District and detailed the individual requests for service as follows: 1. The Sandmusson property is two parcels on approximately 20 acres, bound by the railroad on the north, the Whitefish River on the south, and River Road on the east; the service area is off of River Road and the owners want to sell and develop the property, which has a bit of floodplain in the area. Turner noted the property is adjacent to the service area, and there should be capacity for Evergreen to service. 2. Bill Lincoln's property is approximately 46 acres, bound by the Stillwater River on the west, Conrad Drive on the south and west, and Ainley Lane on the north. Turner noted it is adjacent to the service area on the northern edge and the owner wants to sell and develop the property, possibly subdividing and servicing 50 — 100 lots. She said there is no real capacity in this area and the closest main is up at Super 1 foods. The owner must put in a sewer system and bring it up to that location. 3. Ronald and Lana Ferron's property is a triangular shaped 12.5 acres in the northern area of the district by the Whitefish River with some Montana Department of Transportation off Reserve Drive that the owners want to sell and develop. Turner said it would require a lift station but Evergreen is hesitant to service the area because it does not want to cross the Whitefish River and this decision would be up to the Evergreen Board to make. Approve the request to provide service outside of the service area, which would not count toward our volume; city would write a developer's agreement. b. Collaborate with Evergreen Sewer District and change the boundary lines; council and board members must agree to change the area, but flows would be included as part of city volume. Deny the request to provide service to properties, which council could do for any reason. Turner remarked that staff is looking for direction regarding which option to proceed with for each property. There was discussion and Turner answered additional questions. There was further discussion. Council consensus was to mull it over for a month or so then talk about the bigger issues involved. 2. Westside Interceptor Update Russell noted staff wanted to update council on the planning, design and timeline for the Westside Interceptor, remarking there is a land sale related to it coming up on a future agenda for action. He turned the discussion over to Turner and Haskins. Turner noted there will be a lot of involvement for council coming up in the future with resolutions, etc. Haskins presented a status update on the WSI Schedules, described the proposed Morin land sale, and answered questions. There was discussion. The general consensus was to move forward on the land sale and bring forth a resolution allowing it at the next council meeting. Public Comment John Sinrud, 162 Lupine Drive, representing the Ferrons on West Reserve Drive, commented regarding allowing the Ferrons to hook up to Evergreen Sewer, asking what will happen when the septic systems that will be forced to locate on the properties start to fail in the future. Kalispell City Council Work Session Minutes February 12, 2018 Page 2 CITY MANAGER/MAYOR/COUNCIL REPORTS Russell reminded council the next council meeting will be on Tuesday, February 20 since Monday is a holiday. Mayor Johnson noted he will try to attend the 911 meeting on Wednesday afternoon if possible; if he can not, he asked Russell if he would go instead.
