CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. B. Ordinance 1802 — Second Reading — Southside Estates Phase 2 Zoning C= This Ordinance would approve a request from Team Development, LLC to zone 9.6-acres located at 2100 Airport Road on the western 4.8-acre portion R-4 (Residential) and on the eastern 4.8-acre portion RA-1 (Residential Apartment). Ordinance 1803 — Second Readinc — B-3 Core Area Rezone — Phase 5 a This Ordinance would rezone property in the Core Area from B-2 (General Business) and I-1 (Light Industrial) to B-3 (Core Area Business) that includes 176 property ownerships. Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed public comment. Motion and Vote to approve the consent agenda as submitted. Michael Ober, Public Comment Mr. Ober brought in a petition from the neighborhood on Buffalo Hills Drive asking for a Page 2 of 4 Kalispell City Council Minutes, December 18, 2017 resident permit only district for one block as they are having parking issues related to employees from the hospital parking on their block. Seeing no further public comment, Mayor Johnson closed public comment. H. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Resolution 5850 — Notice of Intent to Revise Design and Construction Standards t� This Resolution would provide notice and set a public hearing for Tuesday, January 16, 2018, regarding amendments to the Kalispell Design and Construction Standards. City Manager Doug Russell presented the staff presentation on this item. Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. Motion and Vote to approve Resolution 5850, a Resolution of Intent to amend the City of Kalispell's Standards for Design and Construction, calling for a Public Hearing and directing the City Clerk to provide notice thereof. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • MDT Discussions are going well and will continue. • City Council will not meet again until Tuesday, January 2, 2018. • Chief Roger Nasset will be retiring as of December 28, 2017. Page 3 of 4 Kalispell City Council Minutes, December 18, 2017 Chief Roger Nasset spoke saying it has been his pleasure serving the City of Kalispell for the past 24 years, 11 as the Chief saying he has been blessed to work with great people and Council. Mayor Mark Johnson provided the following report: • Congratulated Chief Nasset and thanked him for his many years of professional service. • Thanked Council President Jim Atkinson for serving the city on the City Council for 29 years. • Wished everyone a Merry Christmas and Happy New Year.
