02-08-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 8, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Patrick Jentz, Engineer I Jarod Nygren, Senior Planner Wade Rademacher, Police Captain P.J. Sorensen, Chairman Dave Dedman, Fire Chief Casey Lewis, Environmental Specialist Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer GUESTS: Kim Larson (APEC Engineering); Keith Guier; and Mark Johnson (Architect). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Glacier Village Greens — Tabler stated Public Works needs the Warranty Bond on that project. Sorensen stated it should come through with their Final Plat. OLD BUSINESS: Town Pump (south) — They are still working on additional parking on the property line, and they are not sure what they are going to do with the internal property line yet. Public Works has approved this, but are waiting for Fincher's response in regard to creating the approach for the lift station. We are still waiting for new landscaping plans. Parker has been waiting for electrical drawings from them. They are having discussions with Town Pump as to what they want to do. This will be on the agenda for next week. KRMC Patient Corridor Addition — by the ER entrance. Public Works is still waiting for their engineer to give us their stormwater calculations to make sure he has those dry sumps adequately sized. This will be on the agenda for next week. Panera — 2240 Hwy 93 N; new restaurant near the south end of Spring Prairie 4. Tabler stated we still have some comments on the grease separator. Phipps sent comments to Parker to include with his plan review comments. This will be on the agenda for next week. NEW BUSINESS: Distillery Square — 45 — 6 h Ave W; remodel existing building. We looked at this last April/May. This is an old industrial site with garage doors. They have been filling these in with businesses. Montana Tile & Marble is the main occupant. There is a fire corridor that Clawson and Parker were working with them on as far as some separations. There is a parking lot in the back. It is now zoned B-3, which actually helps them with a 50 percent reduction for parking. There is existing sidewalk that is not in very good shape. There is a question as to how all three of their sections come together. They will need to continue the curb down so they can have the standard landscape boulevard with a sidewalk on the property line, with landscaping and/or sidewalk to the doors. They will need to take out their raised planter beds, because they are in the right-of-way. Fincher will need to look at their landscaping. Tabler suggested they take advantage of the 50150 program for their existing sidewalk. Handicapped parking was discussed briefly. Vision Clinic — 580 N Meridian; new medical office. Public Works sent out some initial comments and are waiting on a resubmittal. This will be on the agenda for next week. PLANNING OFFICE ITEMS: February 13tb Agenda Crossings at Spring Creek — located on Two Mile Drive — annexation and conditional use permit. Nygren will discuss with Dedman a phasing plan and possibly condition the access. Southside Estates Phase 2 — Preliminary Plat. They will be going to the February meeting and will ask for a variance regarding the condition to provide the ROW extension to the south. Whitefish Stage Group Home — annexation and initial zoning (R-4) at 1373 Whitefish Stage Road. March Agenda Rockwood Ranch PUD — A big project southwest of Spring Creek. They submitted an application to annex into the City with a PUD. They have a Preliminary Plat as well. The westside interceptor is going through there so they plan to take advantage of that. Nygren will send out a referral early next week. Village Loop — Splitting a couple of existing lots into two lots. Section 35 — this was planned for about 3,000 homes, and it looks like they may want to get started on this in the southeast corner. The owners have been talking with some multi -family developers from Spokane. Improvements to Four Mile and improvements to Stillwater still need to take place. Half of Stillwater is still owned by DNRC and hasn't been purchased from them yet. There is some ROW that will need to be purchased as well. 2 Three Mile Drive - on the east side of the bypass. They are still wondering what we are going to do with the road. They are looking at buying this property. With a multi -family project, should they be extending the road, water and sewer all the way down? They said they could split the property line and do 30 feet on their side that would act as their private drive for now. They plan to provide garages. They don't have an easement yet. The whole site drains to the south. RV Park — Located near southernmost bypass roundabout. They don't want to do any street improvements with one access into all these RV lots. It would need to be set back off the trail with a couple accesses to the trail, not every site on the trail. Dedman stated the road should be at least 25 feet wide with two accesses. This would be a PUD application. OTHER REPORTS: Fuel Fitness — Parking lot expansion. We have the application for this. They added some of the landscaping on it. We're waiting for Fincher's approval on that. They did a LOMR through FEMA because of the flood plain. Tabler stated there was one issue about a water main that should be addressed now rather than later, but that is up to them. One of the conditions is that by 2020 if they haven't put up another building, they will need to abandon that water main. So before they decide to pave this, it would be a shame to tear up the brand new parking lot to abandon that line if they are not going to build the new building. They may need to add another handicapped parking space. Glacier Bank parking lot — They are looking at eliminating some spaces and abandoning the property lines and are putting in additional parking with an ATM drive-thru. Larson shared the new plan sheets with the committee. They want to build this in two phases, but it may all happen at once. P. Jentz asked what the square footage is on the addition, as they will probably need a Stormwater Permit for the whole site if it's very much. It would need to be treated on -site. We'll need to see the electrical, the pole heights, and the photo metrics. Larson will have their engineer contact Public Works. Dental Clinic — 85 Village Loop. We signed off in Site Review but are still waiting for Fincher's sign -off. There were some updated plans coming in to Parker. Johnson will send those in this afternoon. He also sent in one more cut sheet. City Works — Sorensen stated we are in a bit of a holding pattern with this program as far as any 2018 projects.
