A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JANUARY 22, 2018, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, City Attorney Charles Harball, Planning Director Tom
Jentz, Public Works Director Susie Turner, and City Engineer Keith Haskins.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Core Area Kalispell Trail — Development of Request for Qualifications
Jentz described this project as being the next step in the Core Area project. He said the city would
like to solicit professional help with the design of the trail system and outreach due to the scale of the
project.
Jentz described the Trail Crew, a group of citizens and organizations to be brought together as a
sounding board for the project. He said there are a lot of groups and organizations interested in
participating in the trail committee.
Jentz answered questions.
Public Comment
Mark Merchant, 288 4th Avenue EN, requested that Jentz comment regarding the proposed trailhead
and the Rygg Ford property; the proposed termination point; and if Kalispell Center Mall has any
plans at this time to do something on the north side of the tracks/trail.
Jentz spoke to the requested comments and noted that "The Past" will be the theme of the entire trail.
He said the plan will be grander than the budget at first, but over time more things will be added to
the trail, including public art.
Mayor Johnson remarked this is going to be a place where people want to be and not just go through,
and the trail will help to revitalize the atmosphere for downtown merchants.
There were additional comments and questions.

2. Proposed Amendments to the Design and Construction Standards
Haskins gave a detailed PowerPoint review of the various proposed amendments.
Turner and Haskins answered questions.
There was brief discussion.
Public Comment
Mark Merchant, 288 4th Avenue EN, commented regarding the proposed DEQ review process of
water quality, wondering if these amendments are related to that.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked that the bonding for the West Side TIF may be on the February 5 meeting; there
has been a slight uptick in labor costs for the Glacier Rail Park; he will be in Helena later this week
for League meetings; and there will be no meeting on January 29 as it is a fifth Monday.
Kuntz updated council regarding the Buffalo Hill Drive petition, noting he has driven by four times
and has only seen one car parked on the street. He said he is not seeing a problem.
Mayor Johnson noted that the President signed the spending bill today.
