07-10-08 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 10, 2008 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Frank Castles, Asst. City Engineer Jeff Clawson, Building Official Sean Conrad, City Planner, Acting Chair Chad Fincher, Parks Superintendent Gary T. Hoes, Fire Inspector Charlie Johnson, Construction Manager Kathy Kuhlin, Recording Secretary Guests: Laurie Schuman, Owner; Mark Litke, Architect, APEC; Jeff Goodreau, Architect, APEC; and Jim Atkinson, Agency on Aging. Hear the Public: None. Performance Bond Reminders: Public Works is working with Lone Pine to extend their Performance Bond. OLD BUSINESS: Hilton Homewood Suites — Hutton Ranch; new hotel. No issues, so their permit will be issued. Jeff has the water calculations for the sprinkler plans for F. Ray to review. DNRC/DEQ — Spring Prairie; new office building — They need to come in with a final plat application. Parks will need a letter regarding the phasing in of the landscaping. Sprint Creek Apartments — 10 Appleway Dr.; new apartments — Public Works is still reviewing the engineering plans and reports. All of these units have crawl spaces but this is in the flood plain. This project is still on hold. NEW BUSINESS: Laser School Parking Improvements — They would like to put in a parking lot in the grass field next to the building. The building is presently being used for storage. Gary will go check it out as to stored fire hazards. They will need a storm drainage plan. This is presently a change of use regarding the storage. Public Works thinks there is a sewer main underneath the building. Curb cuts and the driveway apron must meet city standards. There are existing sidewalks. The boulevards should have street trees. The driveway apron to the west is wider than the driveway and should be reconstructed with curb. They may need to have the handicapped corners put in the sidewalks, along with curb and gutter. They will need to repair their broken sidewalks. We recommend they contact the Public Works Dept. to help them determine what areas need to be repaired. PLANNING OFFICE ITEMS: High School Addition — This is located at loth Avenue and 8th Street West. At the south end, Ashley Creek flows by. Most of this is in the county, but the corner is in the city. Two houses have city water, but are in the county. Access will be off of loth Avenue with a common parking area, and two units accessing off 8th Street. These will be duplexes and triplexes. Public Works will require an extension of the right-of-way, upgraded to city standards. Tenth Avenue West at the south end has been abandoned. The alignment is not correct, and the tract map is off. They will need a 20' width fire lane. They have enough hydrants. The sewer is 10' deep. Fire Dept. will need to test the fire flows. Frank said to run the hydraulics on it. Public Works will have to look at all the utilities and accesses. There is no storm water infrastructure. They are requesting RA-1 zoning and to be annexed into the city. There is a county dirt road on the west side of the Hammer Subdivision. Both present houses will be removed. Regarding the property to the north and the east of the project, they should incorporate shared parking to allow future development with neighbors.. An internal drive lane could be used. The fire lane could be extended another 20' if more development comes in later to the east. The fire lane will need to be an all-weather surface. Ashley Creek will need to be approved by Fish, Wildlife and Parks regarding the setback buffer. They could have a PUD or a CUP. Because of the Fair Housing Act, the two separate units would be the last to be rented so handicapped people would have a chance to rent them. They will check into possible wells that may be present. Sean will view the property. They plan to do a boundary line adjustment and cross easements. This would be a condition of the PUD. Their goal is to have a functioning project. OTHER REPORTS: Glacier Village Greens Phase 22 — their final plat is in. House Move — There will be a house move on Monday, July 14th, starting at 9 a.m. They will begin at Appleway to Highway 2, back to Meridian, and then north up Highway 93 to Whitefish. License Fee — Business licenses were discussed as having a minimum fee that would help us to be more aware of businesses, what they are doing, and any change of use. Lone Pine Subdivision — They have a fire hydrant located in the cul-de-sac in the center that is 12" from the curb, but the Montana Public Works Standard is that the hydrant should be at least 24" from the curb for vehicular impact and snow plowing.
