Chairman Rold called the meeting to order and welcomed the committee, city staff and Rory Young,
representing Husky Partners, LLC.

WEST SIDE URBAN RENEWAL DISTRICT — CORE AREA TI F APPLICATION
Rory Young, representing Husky Partners, LLC, gave an overview of the Husky Street Apartments project, a 3-
story, 24-unit apartment building and the reason for the additional request for grant funding. This is Husky
Partners, LLC's second request for grant funding from the West Side Urban Renewal — Core Area Tax
Increment Financing District. Below are the original request and updated request figures:

Ms. Freix motioned to recommend the Husky Street Apartments project grant request for additional funding
to City Council using funding from the West Side Urban Renewal — Core Area Tax Increment Financing District,
Mr. Venturini seconded. Passed unanimously.
TIF &TEDD UPDATES
Ms. Lammers explained that city staff are putting together a request for proposal for the South Kalispell —
Airport TIF traffic impact study.
TIF Annual report reviewed by Board, unanimously approval of the City of Kalispell Tax Increment Financing
Districts Annual Report 2016-2017. The report can be viewed on the following webpage:

Mr. Nygren provided an overview of the Kalispell Downtown Plan. He highlighted the potential of creating a
tax increment financing district for downtown Kalispell. Discussion of the potential downtown TIF footprint
and the URA Board's responsibilities if/when the TIF is created were discussed. Mr. Jentz shared that the
adoption of this plan provides the City policy to make future decisions in order to implement the City's

BROWNFIELDS PROGRAM UPDATES
CHS and FCEDA continue to work on the final agreement for relocation to Glacier Rail Park. When the final
agreement is signed the City will move forward with brownfields work on the three CHS sites.
TIGER/KALISPELL CORE & RAIL REDEVELOPMENT PROJECT UPDATE
Mass grading will begin Monday, October 23" and a major waterline is currently going in on Whitefish Stage.
Flathead County Economic Development Authority and the Flathead County Commissioners are working on
the details of rail park project bonding.
