Jeff Zauner Krista Lammers, Community & Economic Development David Girardot Shannon Freix Matt Venturini Chairman Rold called the meeting to order and welcomed the committee and city staff. PUBLIC COMMENT No public comment. APPROVAL OF MEETING SUMMARY Passed unanimously. 18TH STREET & AIRPORT ROAD/I3TH STREET & AIRPORT ROAD AT HIGHWAY 93 SOUTH Public Works Director, Susie Turner, gave an overview of the two intersections and provided aerial views and preliminary estimates for traffic study costs and intersection improvement costs. Ms. Turner explained that first a traffic analysis needs to be performed followed by engineering for any decided improvements and finally, construction based on the engineering. It was noted that the Montana Department of Transportation (MDT) would need to review and approve any intersection improvements at 131" Street and Airport Road at Highway 93 South as this intersection is within the MDT Kalispell Courthouse Couplet Study. Motion to recommend to City Council to a traffic impact study for the South Kalispell/Airport Tax Increment Financing District with a focus on the intersections of 181" Street and Airport Road and 131" Street and Airport Road at Highway 93 South. Mr. Zauner moved and Mr. Girardot seconded, passed unanimously. City staff will prepare a memo for City Council consideration. BROWNFIELDS PROGRAM UPDATES CHS has signed an agreement to terms with the Flathead County Economic Development Authority to relocate to Glacier Rail Park. The City is waiting to hear when CHS will be ready to move forward with Phase II assessments — depending on the CHS timeline, the city is looking to have those assessments completed by the end of the calendar year. TIF &TEDD UPDATES Senior Planner will give an update of the Kalispell Downtown Plan at the September meeting. A draft of the plan can be viewed on the following webpage: http://kalispell.com/community economic development/documents/CityofKalispell-TheDowntownPlan.pdf The Board was provided a copy of the Montana Department of Revenue 2017 Certified Taxable Valuation Information. It was noted that the incremental value for the West Side TIF had decreased from last year. City staff will provide a rough draft of the TIF Annual Report for Board review at the September meeting. TIGER/KALISPELL CORE & RAIL REDEVELOPMENT PROJECT UPDATE TIGER is moving forward, the Finding of No Significant Impact (FONSI) was awarded on July 18, 2017 and TIGER grant funds were obligated on July 27, 2017 with a project start date of August 1, 2017. URA Board members are encouraged to attend the Glacier Rail Park groundbreaking ceremony on August 22, 2017 at 10 a.m. Finally, LHC, Inc. is slated to begin work on the site the following day with expected rail park project completion in August 2018. NEXT SCHEDULED MEETING Chairman Rold reminded the Board that the next meeting is scheduled for Wednesday, September 201n at 4 p.m. Chairman Rold adjourned the meeting.
