APPROVAL OF MEETING MINUTES
Meetings summary approved unanimously.
CURRENT TI F/U RA LEGISLATIVE PROPOSALS
City Manager Doug Russell reported on a number of legislative bills that pertain to Tax Increment
Financing Districts and Urban Renewal Agencies: Senate Bill 34, Senate Bill 27, House Bill 396, House
Bill 30, House Bill 134, House Bill 403, House Bill 573 and House Bill 359. Additional proposed bills
affect fallback agreements and facade improvement programs using TIF funding. The League of Cities
and Towns is advocating for an interim committee to study tax increment financing districts.
REVIEW AND APPROVAL OF 2015-2016 TIF DISTRICT ANNUAL REPORT
It was noted that pages 17-18 were added to provide information about the Glacier Rail Park TEDD
and that there were a couple Westside TIF development table adjustments. The report was accepted
unanimously by the URA Board and will be provided to City Council.
BROWNFIELDS PROGRAM UPDATES
Ms. Thompson thanked the Board for their service as the Brownfields Committee and gave an
overview of the Kalispell Brownfields Program. Three qualified environmental professional (QEP)
firms have been hired to perform environmental site assessment under the EPA Brownfields
Assessment grant received by the City in October 2016: WGM Group, Weston Solutions and
Newfields. The City held a video conference to assign each firm their first site through random
selection - environmental assessments will likely begin this summer. When the phase 11
environmental site assessments for the CHS sites are completed, the committee and City will assess
what steps to take next regarding cleanup for those sites and additional properties in need of
environmental site assessments.
TIGER/KALISPELL CORE & RAIL REDEVELOPMENT PROJECT UPDATE
Mr. Girardot asked if Glacier Rail Park has gone through the environmental site assessment process.
Ms. Thompson explained that assessments were performed at the site and that an update to the
phase II assessment will need to be done in the future. Mr. Zauner inquired about the equipment at
the site. Ms. Thompson and Mr. Jentz explained that excess gravel is being moved by the FVCC Heavy
Equipment Program students, some of which will be used by Flathead County and the City of Kalispell
with permission from the Federal Railroad Administration.
