CALL TO ORDER
Chairman Rold called the meeting to order at 4:01p.m.
ACCEPTANCE OF AGENDA
Members were given the following for review:
• An agenda for this meeting
• A Summary of activities of the 09/04/13 meeting
• Current draft policies for the West Side TIF- Technical Assistance, Facade Improvement,
Public & Private Impact, and Criteria for Review
ACCEPTANCE OF PRIOR MEETING SUMMARY OF ACTIVITIES
Prior meeting "Summary of Activities" were reviewed and the documents were accepted as
written.
PUBLIC COMMENT:
No public comment offered.
UNFINISHED BUSINESS
Chap Godsey of 7 Main Street presented his request that the URA allow facade demolition of 7
Main Street, prior to his Facade Improvement TIF request, and that the demolition costs still be a
reimbursable expense for the overall project cost due to the fact that his architectural firm, CTA,
cannot begin drafting a historic facade restoration without demolishing the existing stucco on the
facade. Murphy McMahon made a motion to allow the demolition work to be completed and still
be an allowable expense of the project cost when 7 Main Street requests a Facade Improvement
TIF request. Dave Giradot seconded the motion. City staff with verify with the City attorney
whether or not this motion requires City Council approval.
Policy updates: The Facade Program, Technical Assistance Program, West Side Guidelines for
Public and Private Investment, and West Side Criteria for Review were reviewed and changes
were suggested. City staff will incorporate these changes and combine the documents so that they
are more cohesive. The URA committee will review the drafts and send any other suggested
changes to City staff by October 31.
NEW BUSINESS
• Schedule next meeting- The next meeting will be held at 4:OOpm on November 13, 2013.
• TIF and Core Area Update- Katharine Thompson updated the URA committee on potential
projects and interest in the West Side TIF program. In the future the URA committee would like
monthly updates on potential projects and development.
