E. COUNCIL ADMINISTRATION
1. Outgoing Council Presentation
City Manager Doug Russell spoke regarding Council President Jim Atkinson's 29 year tenure on
the City Council beginning by reading from the 1988 meeting minutes when Jim first became a
City Council member. He explained what an honor it has been to work with Jim and thanked him
on behalf of the community for his many years of service as Council member. Mr. Russell then
presented Council President Atkinson with a plague honoring and thanking him for his service to
the community.
Council President Jim Atkinson spoke regarding his tenure on the Council and what it has meant
to him. He spoke regarding changes he has seen over the years and projects that he has been
proud to be a part of.
2. Oaths of Office
Council President Jim Atkinson administered the oath of office to Mayor Mark Johnson.
Mayor Mark Johnson administered the oath of office to Council members Sandy Carlson, Tim
Kluesner, Chad Graham and new Council member Kyle Waterman.
Council President Jim Atkinson left the dais and new Council Ward 3 representative Kyle
Waterman took his place.

Mayor Johnson opened general public comment. Seeing none, he closed public comment.
J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
Meetings with the Montana Department of Transportation regarding public infrastructure
in the public right -of way are moving forward with a meeting this Friday, January 5,
2018.
The work session for January 8, 2018, has been cancelled. The next regular council
meeting will occur Tuesday, January 16, 2018, as city offices are closed January 15, for
Martin Luther King Jr. day.
• Snow plowing operations are in full swing.
New City Council member Kyle Waterman gave a short speech saying he looks forward to
working with the rest of the Council.
Mayor Mark Johnson voiced his appreciation in working with Mr. Atkinson for the past four
years and how much the Council will miss his institutional knowledge. He said Mr. Atkinson's
work on behalf of the community these many years will never be forgotten.
K. ADJOURNMENT
Mayor Johnson adjourned the meeting at 7:19 p.m.
