01-11-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 11, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Patrick Jentz, Engineer I Jarod Nygren, Senior Planner Del Phipps, Industrial Pre -Treatment Coor Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: James Freyholtz (Montana Department of Transportation); and Peregrine Frissell (Daily InterLake) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Owl View Bond — They came in with a bond for the Recreational Amenity. Kalispell North Town Center — They just did a cost estimate for the remaining portion of the subdivision. The original bond was around $6 million, and the remaining construction is approximately $2 million. They were hoping to get everything that was associated with Ford released, and have what was remaining for Ford rolled into the new bond. They had also put in a rider for Ford with the original bond. This will need to be discussed further. Henning & Keedy — They will probably be doing a bond. OLD BUSINESS: Great Northern Dental — 85 Village Loop; new office. Sorensen has been in contact with Mark Johnson on this. Public Works received their resubmittal. Tabler will put it in the civil directory and begin his review. This will be on the agenda for next week. Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Public Works is still waiting for a resubmittal. This will be on the agenda for next week. Town Pump (south) — Tabler received an e-mail from their engineer just before our meeting. He will put their resubmittal in the civil directory and begin his review. Fincher asked how Public Works accesses the Lift Station at Cemetery Road. Tabler stated he believes it is on the west side through the gate. Fincher stated they are landscaping in front of that. He will send them a comment that they will need to make that an accessible approach. Otherwise, Public Works will be driving across a landscape buffer to get into that area. It looks like they are going 5 to 10 feet to the west, and they plan to put in sod. This will be on the agenda for next week. Glacier Bank Operations Center — 2240 Hwy 93 S; remodel/change of use. This is located behind the MacKenzie River Pizza south of town. The new use is for a call center. Sorensen stated they will be changing the angle of the parking on the north side and change around some handicapped parking. They have a third spot that was required because of the additional parking spaces. Building was okay with the location as far as accessible routes. Signage was discussed, but there is no concern about it. This is passed through Site Review. NEW BUSINESS: None. PLANNING OFFICE ITEMS: January Agenda Appleway — 4-plex — This project passed through the Planning Board. Crossings at Spring Creek - This project has been continued to February's agenda. Southside Estates Phase 2 — This project was pulled from the agenda. They will be going to the February meeting and will ask for a variance regarding the condition to provide the ROW extension to the south. Planning will follow-up with Public Works on that. OTHER REPORTS: Boulevard Rock Work — on Lupine. There are three large boulders in the boulevard. This is a potential traffic hazard. Parks will work on a letter with Public Works and our City Attorney to send to them, giving them a certain period of time to have the boulders removed. Kalispell North Town Center — Tabler stated they are working on a six -lot configuration that was previously three lots. They would extend services back to the two lots, one in the NW corner and one just south of it. There would be a new water main to get hydrant back in there, too, for both of those lots. There would be two approaches there. This is different than what was previously approved this summer. They will have shared parking areas with shared access easements, similar to Spring Prairie 4. They will need fire access. Tabler noted they are going to build those accesses as gravel with a gravel cul-de-sac. T. Jentz suggested they submit something showing their vision for this property before Final Plat. Willow Creek, just N of Haven Drive — on the west side. Nygren stated a gentleman came in yesterday to discuss this possible project. They will need to be annexed in and need an R-4 zone for a mobile home park. They are proposing 13 lots with 13 double -wiles for lease purposes. There is 2 also a single-family house on the property. They have 21/z acres. Tabler stated there is a force main that was put in dry for the anticipation of three lots developing in the future for sewer access. There would be a regional lift station serving those three lots and they could utilize the force main that is in place now and pump it out to South Woodland for sanitary sewer. Their water line on the other side of Haven is a private water system owned by Greenacres. P. Jentz mentioned it has very little capacity. They will need to contact that water system. Nygren noted that the end of Leisure Drive is the end of a very long dead-end. The fire flows are barely appropriate at that location. We told the developer that to take off of that system, he would have to loop it somehow, possibly off the end of Leisure and head down Willow Glen west along Haven Drive and then tie into our system on South Woodland. There could be significant costs. They would have to contact Evergreen regarding the force main. County Courthouse — at 10 h Street West. T. Jentz will be attending a meeting with our City Manager and Mike Pence, County Manager, on Friday. They will be discussing another proposed expansion of the jail on site. They would like to discuss closing off 10'' Street West. The committee suggested T. Jentz find out what their building plan will be, as Public Works will need more information.
