12-21-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 21, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Jarod Nygren, Senior Planner Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: James Freyholtz (Montana Department of Transportation); and Peregrine Frissell (Daily Inter Lake) HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Great Northern Dental — 85 Village Loop; new office. Public Works is still waiting on the resubmittal. They will begin working again on the amended plat. This will be on the agenda for next week. Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Public Works is still waiting for a resubmittal to reflect their first round of comments. This is one where they are planning on having a complete set of revised, final plans that will be coming in. They are still discussing whether or not there is a sidewalk required. Per our records, it is required. This will be on the agenda for next week. REI — This will be going in between Hobby Lobby and Home Goods. Public Works sent out comments on Tuesday for this. They are planning a sidewalk grate out the front of the building for their downspouts from their roof. This will be on the agenda next week. Town Pump (south) — They did some PUD work this spring. They will need to bind the two parcels together. Tabler spoke with their engineer this week, and they are working on getting their second submittal in soon. They will be expanding their paving to the south of the fuel island to make up for the parking that will be lost. Neither Public Works nor MDT have any issues with what they are doing in the ROW. This will be on the agenda for next week. NEW BUSINESS: Glacier Bank Operations Center — 2240 Hwy 93 S; remodel/change of use. This is located behind the MacKenzie River Pizza south of town. The new use is for a call center. They will be doing some interior work, and changing some of the parking area to angled parking. PLANNING OFFICE ITEMS: January Agenda Appleway — Two 4-plexes along the trail, for a total of 8 units. Appleway is on the north, and the trail is on the south. They are coming in for a conditional use permit. They are showing a 4,000 sq. ft. recreational area along the back fence. Their garbage container location was discussed. Nygren asked for any comments to be submitted to him by the end of the week. Southside Estates — Phase 2. This is a 10-acre piece just east of Southside, west of the new Elementary School. They are coming in for a preliminary plat. We will need a street that connects to the south, and breaks up the long block. The zoning is RA-1 in the front, and R-4 in the back. Nygren asked for any comments to be submitted to him by the end of the week. Whitefish Stage Annexation — The application has been withdrawn and they will probably proceed in the County. They will connect into City services by signing a Waiver of Protest to Annexation. OTHER REPORTS: Apartment Complex — off of Treeline on the DNRC land, north of Bloomstone. This is an 8-acre piece of land. Mark Johnson will be in after our Site Review meeting to ask questions about subdividing the property and building 150 units in there. Hotel — near the above apartment complex, to possibly include Grease Monkey, restaurant, office building, and something else per T. Jentz. Begg Property/Spokane Development Team — This project is for 324 multi -family apartments off of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They went before the Planning Board for a CUP, zoning, annexation and RA-2 zoning. This was continued to the January meeting so the board could be provided with more traffic data. They are working on a traffic study, some stormwater and some architectural renderings. They stated they can modify the stormwater plan and it won't change the design. lst Ave E and 1st Ave W — as they come down to Highway 93, 1" Ave W as it comes down Airport Road and intersects, there is an off -set jog on 18''. This is the intersection that doesn't quite work. We are bringing an engineer on to look at those intersection areas to do some design and work some options in the next 18 months. T. Jentz suspects we'll have an engineer by the lst of the year negotiating a contract and beginning a design. 2 Kalispell North Towne Center — They would like to subdivide three lots south of Ford into six lots. They are looking at trying to get some of the utilities reworked. Nygren mentioned they will have to have easements to those lots. It will probably have shared drive/parking areas for all of the lots. Parking for 2018 — Nygren mentioned that we will be looking at angled parking for main street and other ideas to create more parking.
