A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, DECEMBER 11, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, and City Engineer
Keith Haskins.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Review of Design and Construction Standards
Russell introduced the topic, stating a pre -review of the Design and Construction Standards update is
being presented so that a resolution of intent can be brought forth before the end of the year for
stormwater permit compliance.
Haskins described the updated formatting of the proposed standards and summarized the changes to
the current standards.
Mayor Johnson commented the formatting changes made the document easier to read and he
appreciates it.
There was discussion.
Russell noted the resolution of intent will be presented at the next council meeting.
Public Comment
None.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked there will be a meeting with MDOT this Friday to talk about new standards for
public improvements in the state right-of-ways; he said they will be talking about uniform
maintenance agreements and why MDOT is looking at this new ROW policy.
