12-07-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 7, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Dave Dedman, Fire Chief Patrick Jentz, Engineer I Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman GUESTS: Margaret Davis, Citizen HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Great Northern Dental — 85 Village Loop; new office. Public Works is still waiting on the resubmittal. Sorensen spoke with Mark Johnson (their architect) earlier in the week. They are working on this. They will also begin working again on the amended plat. This will be on the agenda for next week. Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. They had their revisions that came in fairly recently. Fincher looked at this yesterday and didn't see any particular problems. Most of it is existing landscaping. Sorensen has been waiting for some information on some lights, and there is actually a property line that runs through the middle of the property that they will be addressing, too. They are trying to start construction next week. Their notice to proceed is set for the 15''. This has been approved by Public Works, with a couple of conditions they put on the C of O. The committee passed this through Site Review subject to Parks sign -off. Owl View Landing — Sawyer Lane; new multi -family condos (8-plexes). Public Works and Fire are good with this project. We are still waiting on the recreational amenity. There is an agreement that they drafted up and sent in that City Attorney Charlie Harball is reviewing. As far as Site Review is concerned, everyone is comfortable with their 5-year bond for $20,000. This is passed through Site Review subject to review of the agreement and Parks sign -off. Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Public Works is still waiting for a resubmittal to reflect their first round of comments. This is one where they are planning on having a complete set of revised, final plans that will be coming in. They are still discussing whether or not there is a sidewalk required. Per our records, it is required. They know they will need to update this plan here with a couple of small changes. This will be on the agenda for next week. REI — This will be going in between Hobby Lobby and Home Goods. Tabler is still waiting for some additional materials. This will be on the agenda next week. Town Pump (south) — They did some PUD work this spring. Sorensen spoke with Joe Murphy, their engineer on this project. They discussed the property line, and they will probably bind them together. They did get a landscape plan in. This will be going to ARC. The only review right now is with the canopy and ROW improvements. Tabler noted they are putting in a new fire hydrant at the end of the water main extension at the west end of their property. There is also an existing one at the northwest quadrant of Cemetery and Hwy 93. He sent out comments to them recently. This will be on the agenda for next week. Turning Point Dance Studio —1322 Whitefish Stage; change of use and parking lot. They will be upgrading the front area for the parking and landscaping. The basement is primarily what is being redone. There is a residential use also. They will be adding some sidewalk that will come over to some stairs with handrails on both sides. They will need to extend some of their paving. Tabler will take a look at this. This will be on the agenda for next week. Ron Terry Construction's Office — 7 Meridian Ct; expansion of existing office. General remodel and an addition off the back. No plans to do anything with the existing parking area or the existing landscaping. There will be some cosmetic changes on the front of the building, and the addition will go into an existing grass area. This still needs to go through ARC. This is passed through Site Review subject to Parks sign -off. NEW BUSINESS: None. PLANNING OFFICE ITEMS: December Agenda Begg Property/Spokane Development Team — Their application came in for 324 multi -family apartments off of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They will be coming in for a CUP, zoning, and annexation for the December meeting. They will be asking for RA-2 zoning. Teton Street will be going through this project. Their stormwater is the boundary/perimeter which is really a drainage ditch. Their garages will be around the perimeter of the project. The first phase will have 120 units. They plan on putting through two accesses right away. Stormwater will be critical. There will be challenges with sanitary sewer. They should work on their stormwater first unless they do underground stormwater retention. They will need to loop the water. Dedman will check to see if they will be required to have a second exit. Nygren asked for any comments to be submitted to him. Hubert Turner — Came in with a proposed project at Hart Hill near Willow Creek for 4-unit, two- story buildings. Each unit will have one -car garages. This will be a private road system with alleys. 2 There will be 94 units on 8 acres; condos or townhouses. Dedman has issues with this for fire trucks. Turner also plans to put in a high -end, modern comfort station along the trail. He wants to have access to the bike path. OTHER REPORTS: Sterling School — Glenwood. Sorensen spoke with Mark Johnson regarding this project. They are still trying to decide what they want to do. We may end up pulling this off our pending queue altogether and then put it back on if/when needed. Bloomstone, Phase II — Tabler stated that Public Works is currently reviewing this project.
