Performance Bond Reminders: Mountain View Estates Phase 2 expires at the end of this month
and they are leaping up a couple of things. Amore' Salon — Public Works items are finished, but they
still need to do the landscaping. We will do a partial release.
OLD BUSINESS:
Kohl's l Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — The
plat is not going to the June 16th meeting, but may on July 7'. If Goldberg can get in their
mylars, we may allow their building permit to be issued for Kohl's. Need signature from the
DNRC. Need letter of credit or funding for their S.I.A. Move through site review. Public
Works is sending a letter explaining the impact fees for the entire site to be paid up front.
Silverbrook — 115 W Monture; new community center — clubhouse. They have submitted
revised plans. The building has been shifted over. Susie hasn't looked at the drainage plans
yet. The only issue is the drainage — leave on the agenda.
Hilton Homewood Suites — Hutton Ranch; new hotel — Shifted building back to meet the
easement. The plans don't show the sidewalks, easements, etc. This is located off the
southeast corner of the theatre building. They were talking about doing a shell permit but Jeff
is still waiting for seismic requirements.
DNRC 1 DEQ — Spring Prairie; new office building — This went through Architectural
Review on Tuesday. No engineering report yet. Still have the intersection issue to resolve.
No final plat yet. Contractor may post the bond for them for water and sewer lines and road
improvements. The road is going all the way to the end. Water rights issue on the well is

still an issue to be resolved. Public Works has been asking them for certain documents since
March. Discussion was held regarding their irrigation water system. They need to work with
Public Works on this. They will need a letter of intent regarding their landscaping
commitment. The Stillwater DNRC Campus roundabout intersection design. Bob Sandman
does not like roundabouts. Starling had designed it as a T intersection. It is not a T
intersection but a major intersection. Tom will find out if Section 36 all the way down is
annexed and is the right-of-way dedicated. Storm water, the realignment and information on
this particular site are the issue.
NEW BUSINESS:
Montana Rock Works — 412 Main St — change of use; athletic club to showroom —
expansion into previous athletic club to put in a showroom. Public Works will look at this.
Approved pending a site visit by Fire and Public Works.
Spring Creek Apartments — Appleway Drive, west of Conoco, affordable housing project
funded with tax credits. Two phases, clubhouse, 33 units in phase one and 30-33 units in
phase two. Flood plain issue needs to be resolved. They plan to fill, but need to get an
overflow culvert going east. Keep Spring Creek out of our flow system for water quality.
Series of carports are not shown on any other site plans. Appleway will need to be built to
city standards with sidewalk, curb, and gutter. They need more hydrants. Question on
elevations as to where that drainage will be.
PLANNING OFFICE ITEMS:
Valley Ranch Project - located up on Highway 93 north of Glacier Town Center. Bruce
Lutz - Annexation with R-2 zoning, PUD was sent back and they have retooled it and are
coming back through. 80 acres. Two larger tracts with a smaller tract in the middle. Across
from the Cowboy Church. Many other projects surround this project. Sewer lines and
infrastructure will be going past this. Right in, right out, and a left in only (no left out per
MDOT) that goes to Rose Crossing where there is a light. James explained MDOT's opinion
on the left turn out situation. There would be some porkchops to help with some control.
The development is a mixture of house phases. The first phase includes some single family
development, eight townhouses, assisted living, independent living, and some apartments or
condos. The second phase includes mostly single family and the final phase in the northwest
area. Ponderosa wants an extended setback from their project. The main access spine and
secondary access also. The Cowboy Church will probably use this project's access to Rose
Crossing. The assisted living will have 80 units, the independent living will have 24 units, and
the apartments will have elevators. The larger park dedications are in the front buffer area
along Highway 93. Apartments are similar to a project behind Don K in Whitefish called
River Walk. The townhouses are alley loaded and will have fire walls. All garages are alley
loaded. This is a'/4 mile from Rose Crossing. They will leave a 60' right-of-way for possible
future uses. Andy Hyde — for water and sewer, 14" water main along the highway and an 18"
sewer main along the highway that Silverbrook put in on the east side. 8" sewer mains along

the project and extending water mains throughout the project. Will probably be looped
through the Glacier project. It will also be extended to the east. Most existing mains are in
the highway. Will extend gravity sewer as much as possible. Two pump stations are
contemplated. Regarding the sewer, where does the 18" go? Internally, there are no sewer
problems. HDR needs to provide a model. Storm drainage is split up by putting in
approximately 9 different drainage areas. Andy has been working with Susie and Paul in
Public Works. There is nowhere for the water to go. It will all be held on site. Hold larger
areas to 2'. The ground has glacial till, silt, some lake pit deposits, and some sand. There are
some test holes out there. Public Works is waiting on a geotechnical report to determine
whether basements will be allowed or not. Slab on grade and radiant heat system would work
well. Sidewalks on both sides. Boulevard trees lining the street tree areas. Park areas will
possibly be filled in with some play equipment for these residents and the public. Some
berming along the highway for privacy and noise reduction. Glacier Town Center will be
doing a wide buffer and has asked that this project do the same. Trying to maintain some
grown Ponderosa pines. Assisted living will be a sprinklered structure. Signal access would
go in when the mall goes in. It is up to us as to whether this project goes first or the mall
goes first. The lift station at the south westerly corner of the property will be located to be
best to work with the roadway. Will need to work with public transportation and the project
will provide an area for public transportation. They could sprinkler the townhouses if the fire
department would require it. Could increase the alleyway, as they have 30' to work with.
They will need to work with Ray on this. Need to keep the storm water on the lots and not
flow to the street. They will work with Public Works on this. Once they see how these soils
work, they may be required to do some onsite professions. Not at preliminary plat phase
yet. Only working on the zoning at this point. Next week we will talk about access, will
MDOT allow a 3/4 turn movement, which access point on Highway 93. Sean will send them a
letter and refer this to Public Works and Parks. Public Works needs to know what road
connections and timing and what phase. PJ suggested a frontage road for all the smaller
business like the Cowboy Church, Ponderosa Veterinary Clinic, etc. or fences, road
connection points, fire will review.
Siderius Commons Project — Doing growth policy first.
Kidcare — located on Hwy 93 and Conway. CUP for expansion of Kidcare. Screened in
location, already developed. There will be a pharmacy on the front half of the building, and
Kidcare would be considered in the north end. Parking and drop-off areas for parents, new
parking. Storing container in northeast corner of lot. They had drainage problems
previously. Just an internal remodel. Nicole will check with Jeff on this. Parking should be
good, but will need to know the number of kids and workers. We need more information to
access this project. Storage container questions. Will need a fire permit for the pharmacy.
Ashley Square - property is located on Hwy 2 next to Fatt Boys. Need to find where the
utilities are and the easement. They have removed the sign but not the poles. They need to
remove all of it.

Grandview Lift Station — Starling, Section 35, looping at completing an upgrade to the
station and to the gravity lines. This would be credited to their impact fees. Public Works
will probably need to build a large regional lift station near Kidsports. Brand new force main
within the next two years.
