OLD BUSINESS:
245 Windward Way — conversion of existing congregate care facility to medical office
building (plus an addition) — sent in some responses. They need to get their drainage
calculations to Mark. There are some profiles that were given to Mark. They have 68
parking spaces with two possible additions. Turning radius is okay. They will sprinkler the
building. Boulevard width is a discrepancy. This will be on the agenda for next week to deal
with the Public Works issues.
234 — 2nd Street West — addition to building and conversion to office — they will be required
to repair the sidewalk and curb where there is a curb cut. This is passed by Site Review.
NEW BUSINESS:
Outlaw Inn — Hwy 93 S; site modifications (preliminary comments) — Jackola — Toby
presented this project. They are doing some improvements out there. Two front entry ways
with entrances into the conference center and a new patio area. They are making a new
courtyard and a new water park in the future. New parking where the cabins are presently,
upgrading present parking. They have 340 existing stalls. Parking will be based on the
hotel/existing requirements. Loading areas on Third would be good. Could also put in
parallel parking in the right-of-way that could be designated as a loading area. Work with
Public Works on drainage, and lighting and landscaping will also need to be addressed. Their
approach will be added or adjusted along with sidewalks to provide pedestrian access. These
modifications will go in as the additional areas are added. The Fire Department may be
interested in doing training with the cabins before they go away.
Goacher — 1303 - 0 Avenue West, storage buildings and parking — There is a house sitting
on this. Part of the building is office and part is a rented apartment. He wants to add a
garage and a garage pad, parking, driveway, and access points. The roadway encroaches on
his property. Everyone should drive by this property before next week. He will be submitting
a better site plan.
PLANNING OFFICE ITEMS:
Northland Subdivision, Phase 4 — Zone change from R-4 to R-3. single family residence
lots. Connect Northland drive -up to Four Mile. Extending the road through and proposing a
connection to Summit Ridge. They will do a boundary line adjustment, and there is an
agreement that the land would be dedicated when the final plat goes through. Sidewalk and
the proposed parks were discussed. Chad suggested cash in lieu. Bruce thought they had
already given an excess of parkland. Sean believes that this is a separate, stand-alone
subdivision (not in their PUD). The parkland issue will be taken under advisement. They can
increase their lot sizes with their proposed park since it is not going to count toward their
parkland. They will still use some of their land for run off. Dry utilities need to stay in the
five foot boulevard area. We will recommend they put the back of the sidewalk one foot from
the boulevard.
Meadowlark Montessori School — 9d' Street and 2nd Avenue East. This is an old house they
are using for the school. Sidewalk, curb, and gutter. CUP was discussed. Off-street parking
is an issue for them. They have two non -conforming street trees (Junipers) they will need to
have replaced. They will also need to pave the alley.
OTHER REPORTS:
Glacier Town Center — they came in with the application.
Willow Creek Proiect on Foys Lake — Turners will be coming back again on thus.
Bay Ridge Subdivision — Coming in next week.
420 West Center — retail space where a salon will be going in (Kay Bradley). Interior
remodel. Putting in some sinks and some walls. There is a parking issue. Only one restroom
will be required. No other site issues.
Community Development Director — Sandy informed the committee that the City has hired
Kelly Danielson as our new Community Development Director.
Appleway —Ray has been working with Jim Berry on this project. They are going to lose the
five parking spaces just north of the handicapped space to provide the KFD with the access
they need, and then add three spaces. They will stripe and sign the "no parking" between
these signs. Mark told them to get a bond for the improvements they will do in the spring.
Sportsman's Ski Haus (previous building) — Tom Jentz is encouraging Phil Harris to get rid
of the sign.
Ashley Heights — off Sunnyside — preliminary plat. They want to switch their parkland with
Lot 13 because of the ten foot pedestrian bike path. He will need to provide an access for
Public Works. The parkland will be slightly smaller with this change. He still needs to show
the tot lot and the drainage. They may need to grade the road to road specifications instead
of bike path specifications. Sean will let them know.
Prairie View/Church Drive — The dust issue was discussed. Magnesium Chloride has been
applied. They have agreed to use a water truck in addition as needed.
