Performance Bond Reminders: Aspen Creek has a bond for completion of a road cul-de-sac that
was completed, so we will be releasing the bond. There is a Letter of Credit for Hutton Ranch for
some minor stuff out there.
OLD BUSINESS:
245 Windward Way — Conversion of existing congregate care facility to medical office
building (plus an addition) — Waiting on drainage and site feasibility issues there. Mark
looked at it yesterday. Susie will look at the drainage. Landscape blocked wall to flatten that
out. They need to work with those neighbors there. Waiting for Susie to approve the
drainage. Approved through Site Review. No permit will be issued until this is approved by
Public Works. Ray asked about the sprinkler system. The majority of the building is sized to
take on the new area. There is an association that could get together and go with one
sprinkler contractor.
Goacher — 1303 — Ist Ave W; storage buildings and parking — they spoke with Susie about
the drainage. Expand the front buffer area. Eliminate some parking spaces. They did make
some changes in the parking. The sign is okay. We will review the final revisions next week.
Outlaw Inn — Hwy 93 S; site modifications — this went through Architecture Review on
Tuesday. Preliminary phase, they are working on a full set. They are starting on the
entryway. The water park will be moved to the front. There will be a site plan for the front
area soon. Section near Outlaw Inn sign on highway isn't connected so they will connect that
sidewalk. When they know what is going to happen with the bank and when the Blimpie's
building is out, they will do more with sidewalks. Parking spaces that back into Third. This
will be addressed when the cabins are taken out (need some more details). Property line
through the building. They need to just remove the property line. They will bring in a
proposal on what they would like to do with the property line. The map of the water park
and the parking in the northwest corner was reviewed. Three options were shown. They will
get their more formal site plan together. They would like to start on October 15 with the
front of the building. Ray determined they do not need to sprinkler this new area.
NEW BUSINESS: None
PLANNING OFFICE ITEMS:
Bay Ridge Estates — Nicole stated they did obtain the Van Allen property that may eliminate
the issues on the connection to the existing road. The roadway in the middle is still not shown
as straightened out. Frank would like to see a permanent cul-de-sac put in on the north side
with curb and gutter. There is a road in the parkland, which won't go toward their parkland
counts. Paul suggests they shift the existing driveway for a perpendicular connection onto the
road. Chad would like then to tie into the Cottage Gardens park for a more usable area for
both subdivisions. Discussion was held about the easement, driveway, the developer can
continue Harris' driveway and give him an easement. Potential redesign of Bowser Creek
loop. There should not be a flag lot. Take lot 9 and make it parkland that can tie into
Cottage Gardens. They will also need to put a temporary cul-de-sac in on the south side.
The developer needs to figure out another plan for his roadway if the neighbor won't
cooperate. The road alignments have serious issues.
Willow Creek — Site Plan — density has gone down, but the park areas and the road areas are
all the same. They have made some of the town units into single family units and lost some of
the condo units. They will need a 60 foot right-of-way. Sean will send out the project for
comments.
Glacier Town Center — lgt phase — Lifestyle Center and commercial lots. They have a
walkway through the park that should be lit. They need more walkways through the larger
parking lots. 632 dwelling units. Anything that is more than two units multifamily will need
to be sprinklered. They need an engineered, modern roundabout. No parking on the main
street. 100 foot setback on highway. MDOT will not need any additional right-of-way.
There will be a bike path there. They may need more ROW on Whitefish Stage and on West
Reserve as they are only 60 feet presently. Possibly do an entrance at the end of the road out
of Semi -Tool parking lot.
OTHER REPORTS:
Meridian Pointe Apartments — They are expanding their parking. This would pertain to
Public Works, Parks and Zoning. They need a ten foot set back from the property line.
Parking spaces need to meet required dimensions. They are doing some screening. Chad
stated they need a more detailed Landscape Plan in order to do all their landscaping and
fencing. They agree to do the fence and will let Parks know the dimensions. This is the area
of the south side.
Carwash — They are working with Fred Leistiko on the airport issues. 20,000 sq. ft. lot.
Working on an appraisal for the property to the north. General review —a lot may change if
the city acquires the property to the north. Frank recommended they contact Susie to find out
the impact fees. On the agenda next week pending receipt of plans.
Transportation Plan — A draft Transportation Plan is coining out in October. Discussion
was held about traffic and access into the connection between Foys Lake Road and Hwy 2.
Appleway Proiect — Building Dept will be issuing their permit.
Collector's Best — This project is moving forward with the bump -out.
