Margaret Davis, 160 Charlotte: "The curb cuts at the hospital through the parking lots across
Surgical Services Drive have been completed. There are no stop signs, so people are just crossing
Surgical Services at will. No one is observing ROW. This is the connector between the north and
half south sides of the H-1 zone. The hospital's free shuttle uses that area and all the other
connecting traffic. I think it would be helpful to have stop signs for those coming through from the
parking lots at Medical Arts to the parking lot at the entrance at the hospital. It would clarify who
has the right-of-way to have some traffic directions."
PERFORMANCE BOND REMINDERS:
Pinnacle Chiropractic — Hammerquist plans to post a Cashier's Check for their landscaping to the
City. Tabler will check for any Public Works issues that may need to be added to the bond.
OLD BUSINESS:
Great Northern Dental — 85 Village Loop; new office. Sorensen has a call into Mark Johnson but
has not heard back from him. They are making some adjustments to their stormwater that would not
impact the site too much. They need to put in some infrastructure that the geo-technical report had
suggested. We have not received anything from them regarding the property line. Public Works is
waiting for a resubmittal based on their previous meeting. This will be on the agenda for next week.
Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. Sorensen has not heard back on his
comments. We received some revisions from Carver. They are supposed to be sending in their final
complete package. Public Works is working on their follow-up review with their changes. This will
be on the agenda for next week.
Owl View Landing — Sawyer Lane; new multi -family condos (8-plexes). Fincher has worked

through the landscaping issues with them. T. Jentz stated regarding the recreational amenity, they
said they are willing to mow, weed spray, and run temporary sprinklers over on a 16,000 sq. ft. area
for a temporary easement for a play area. They want to use some of the square footage from the
neighborhood City Park for their park. They will install a clubhouse in the second phase, because it's
more central to the entire project. They are willing to post a $20,000 bond in the name of the City for
the next five years. If he doesn't build the clubhouse in the next five years, the City would get the
$20,000. The bond would be a good solution per Fincher. This will be on the agenda for next week.
Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. This went through ARC, and they
want a landscape island in the middle area with at least three vertical evergreens. They are no longer
considering a drive-thru window. Landscaping that was required ... they are considering it. Public
Works is still waiting for a resubmittal to reflect their first round of comments. This will be on the
agenda for next week.
REI — This will be going in between Hobby Lobby and Home Goods. Tabler is still waiting for some
additional materials. This will be on the agenda next week.
Town Pump (south) — They did some PUD work this spring. Comments will be going out to their
engineer today from Tabler. Boundary line adjustment or zoning lot determination will need to be
decided. We looked at their parking. They now only need 41 parking spaces. They will need PUD
approval for a new building and accessory casino. The only review right now is with the canopy and
ROW improvements. This will be on the agenda for next week.
NEW BUSINESS:
Turning Point Dance Studio —1322 Whitefish Stage; change of use and parking lot. We looked at
this previously for their CUP. The house was a computer repair business. This is for a Change of
Use and repaving the parking area. It presently has a circular driveway. They plan on improving and
upgrading their landscape area and their old paving. This will be on the agenda for next week.
Ron Terry Construction's Office — 7 Meridian Ct; expansion of existing office. General remodel
and an addition off the back. This will be on the agenda for next week.
PLANNING OFFICE ITEMS: December Agenda
Begg Property/Spokane Development Team — Their application came in for 324 multi -family
apartments off of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They
will be coming in for a CUP, zoning, and annexation for the December meeting. They will be asking
for RA-2 zoning. Teton Street will be going through this project. Their stormwater is the
boundary/perimeter which is really a drainage ditch. Their garages will be around the perimeter of the
project. The first phase will have 120 units. They plan on putting through two accesses right away.
Stormwater will be critical. There will be challenges with sanitary sewer. They should work on their
stormwater first unless they do underground stormwater retention. They will need to loop the water.

Dedman will check to see if they will be required to have a second exit. Nygren asked for any
comments to be submitted to him.
OTHER REPORTS:
Whitefish Stage Road — A request will likely come in for annexation on Whitefish Stage Road for a
group home for Alzheimer's patients. This is a yellow, 8-bedroom house near Granary Ridge. There
could be an issue as to whether the sewer line can take having them on there. They are on Evergreen
water.
Hubert Turner — Came in with a proposed project at Hart Hill near Willow Creek for 4-unit, two-
story buildings. Each unit will have one -car garages. This will be a private road system with alleys.
There will be 94 units on 8 acres; condos or townhouses. Dedman has issues with this for fire trucks.
Turner also plans to put in a high -end, modern comfort station along the trail. He wants to have
access to the bike path.
