OLD BUSINESS:
Hilton Homewood Suites — Hutton Ranch — Nothing new.
71h Day Adventist — 494 — 9th Ave EN; 2 storage containers for existing distribution site —
went through Architectural Review. Six foot wooden fence. Drainage is fine. Landscaping
along the south boundary needs to be approved by Parks. Michael Blend showed up later in
the meeting. He drew a general drawing of where the property lines are located with the five
foot setback. Michael and Chad will get together to discuss the landscaping. This is
conditional passed subject to zoning review of setbacks and Parks review of the landscaping
plan.
Courthouse East — coffee house building — Henning and Keedy Law offices are planning to
go in there. We will be meeting about their project this afternoon at 1:30 p.m. The
foundation change led to a change in floor area. The driveway goes down to the basement of
the coffee shop and there was a bridge that Public Works was going to review the engineering
on. They will need a load limit sign. Eric will bring Frank another packet with the engineer's
cover letter and stamp for his approval. This is conditionally approved pending the review of
the bridge and matters related to the proposed office expansion.
NEW BUSINESS:
Meadows — 165 Meadow Vista Loop — located at the northwest corner of the project. The
overall layout was previously approved. Approved through site review.
PLANNING OFFICE ITEMS:
Glacier Town Center — This went to the Planning Board this week. The developer has some
issues with some of the conditions the City wrote. They do not want to put sidewalks on
both sides of the roads, but we still want this completed. The committee agrees that they
should function like a city street. City proposed sidewalks in the middle of the parking lot.
They need more area for storm water. The condition that requires the sidewalks in the
parking areas could be made instead into landscaping areas to get some green into here and
could use it for storm water drainage, too. ("Tall, green growy stuff' per Tom.) Connections
from the bike path up into the pedestrian areas. Right in, right out was suggested. Possibility
of three stop lights on Highway 93 with roundabouts. We will ask them to redesign the
entrances, showing the roundabouts. Condition to have them talk with Eagle Transit on this.
Connectivity with the adjacent properties. At Rose Crossing and Whitefish Stage Road, Tom
noted two access points. Put easement across 60' of homeowners' park with this to be
granted to the City if it is determined to need it in the future that would be dedicated to the
City. The homeowners' association will be responsible to maintain and own maintained areas.
Access to Semi -Tool under the power lines. There will be six access points along Rose
Crossing going to the north, getting enough connectors that don't become collectors.
Highway 93, 50' of ROW, 100' area in trees, landscape and trail. Parks thought they would
have landscaping, berm, and irrigation. It would be'/z miles of irrigation. They want to get
the pad in next to the Lifestyle Center right away with access to Highway 93. Infrastructure
needs to be in for Phase 1. Have single lot. Reserve land for future ramp system on Rose
Crossing? The Council would like no more stop lights from Reserve to Whitefish if possible
on Highway 93. There is a waiver of SID for the whole project. The Committee agrees to
set aside a ramp area. Charlie suggested that we change the setbacks there.
Bloomstone Subdivision — Section 36 west of Kidsports. 600 units on 85 acres. Sean will
be getting the packet together on this.
OTHER REPORTS:
Meeting Location — We will begin meeting at the Planning Office at 17 Second Street East,
Suite 211, starting next week.
