REGULAR MEETING
Regular monthly meeting of the Kalispell City Council held December 4, 19619
7:30 P, M,
Mayor Flynn presided. All Councilmen were present,
Minutes of the regular meeting of November 6th and Special Meeting November 21st
were read, Moved by Ellingson mintues be approved as read. Seconded by Bjorneby
and carried.
Reports of City Officials:
Police Judge for November accepted on motion of Roberts. Seconded by Smyser.
City Engineer for November accepted on motion of Lenon. Seconded by Bjorneby.
Chief of Police for November accepted on motion of Homuth. Seconded by Lenon.
City Sanitarian for November accepted on notion of Bjorneby. Seconded by Turner.
City Clerk for October accepted on notion of Roberts. Seconded by Turner.
City Treasurer for October accepted on motion of Smyser. _Seconded by Bjorneby.
Committee Reports:
Lenon for Street and Alley Committee reported acceptance fo bid of Flathead
Motor Sales for new 2 ton dump truck and bid of the Vermeer Company for new power
stump cutter.
Presented plan for removal of snow from private property by the City at owners
option, -as per schedule of charges set up by the City Engineer, together with
Ordinance Mo. 680 - making it unlawful to push snow onto City streets without
permission.
Ellingson moved passage of Ordinance No. 680, seconded by Bjorneby, Roll call
vote was taken with all councilmen voting for passage of the Ordinance.
Homuth, Finance Chairman reported all claims had been audited and approved and
moved acceptance of the report, seconded and carried.
Homuth for Safety Committee moved adoption of Committee recommendation to permit
parking on the North side of Center Street between Main Street and First Avenue East
between hours of 7:00 P.M. and-3:00 A.M. and to restrict all parking on Center Street
between 1st. Alley West and First Avenue West. Motion seconded by Lenon and carried.
Recommended appointment of Charles Hathaway acting Fire Department Captain.
Recommendation accepted on motion of Lenon, seconded by Roberts and carried.
Addressing the Council:
Howard Poston announced plan to present alternate petition to annex his property
and that of Joe Hazelton adjoining City on the South. Referred to Annexation and
Sewer -Water Committees.
r Resolution No. 2452 was presented and read providing requirements by owners of
newly annexed tracts for street improvements. Lenon moved adoption of the resolution.
Seconded by Roberts and carried on roll call vote.
Mr. George O'Connor of Montana Power Company requested Councils consideration of
an -Ordinance granting gas franchise. Homuth moved passage of this Ordinance No. 681.
Seconded by Smyser. All Councilmen voted for passage on roll call vote.
Moved by Lenon that the regular council meeting for January be held January
8, 1962, Seconded by Roberts and carried.
p Request by National Guard for the old cannon recently removed from City Hall
wasreferred to Park Committee.
Moved by Roberts City renew contract with Van Waters & Rogers of Spokane for
liquid chlorine requirements for year 1962. Seconded by Smyser and carried.
Bjorneby moved approval of Oil Burner License Bond of Kalispell Sheet Metal Co.
Seconded and carried.
Council.adjourned on motion of Jerrow. Seconded and carried.
