Hear the Public: None. Performance Bond Reminders: Amore' Salon has posted a cashier's check. OLD BUSINESS: Neal Dental Office — 135 Commons Loop; new dental office — nothing new. Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — nothing new. NEW BUSINESS: KRMC — 200 Conway; convert clinic to drive-thru pharmacy — existing old orthopedic clinic. Small addition, move main door and extend roof, and do restriping. Adding some additional asphalt by taking out some of the landscaping. It was suggested they take out two parking spaces to allow the parking lot traffic another exit option to avoid stacking at the drive -up window. Project approved. Four Cays — 145 Commons Loop; office building (preliminary) — Multi -story building. Access from lower part and upper part with lower parking and upper parking lots. Call Toby at Jackola for any input you may have regarding this project. PLANNING OFFICE ITEMS: Cottage View Retirement Center — South side of Three Mile Drive and east of the bypass. This is a development for the elderly. They have different types of designs to transition the aging process. There will be 12 duplex units on the north half of the project. Access by private road that leads south that leads to smaller units. Sixty foot right-of-way that heads east. Preliminary noise study because of bypass. Big Sky Acoustics is developing a proposal. RA-1 zoning. Conditional Use Permit. No subdivision involved. The units will be rented or leased. They are looking for feedback. We need a drainage report. They will need a 60' public right-of-way and utility area, 32' roadway with curb and gutter, a 5' sidewalk, 5' boulevard that aligns with Liberty. They will deed the right-of-way to the city. There will be a 10' easement outside of the right-of-way. Each unit is approximately 1,000 sq. ft. There is a 20' setback in the front and rear. There is 20' between the buildings, and a 20' landscaping buffer. Improvements on Three Mile were discussed. They will need curb returns. Public Works asked there be no extreme grade changes along the northeast corner of the property where access comes in. It needs to be squared off. The buildings will be sprinklered. The travel distance around the building is 170' from the back to the front. The Fire Dept. will need an all-weather access road. They will need a 20' wide loop if the second half of the building is put in. The loop road will need to be maintained year around. They will need 5% interior landscaping. They are planning on putting in landscape islands every seven spaces. They will need handicapped parking and will coordinate with Eagle Transit on a possible loading area. Parking ratios for the duplex units are 2 per unit (one in the garage and one in the driveway if the driveway is 25 ft from the property line to the garage door). Pedestrian/bike path in front of property connecting to Three Mile Drive needs to be looked into. Sidewalk will need to go in the front. The County will have to comply with M.D.0.T. and Stelling Engineers. The C.U.P. would require open space and access to park areas. OTHER REPORTS: Sign Off Sheet — A single sheet sign off form for projects was distributed. This will be for just the "site review" portion on projects. There are specific sign -offs for Fire, Public Works, and Parks (along with a space for any conditions). There is also a section for any other department which wants to include a condition. Blimpie's Building — F. Ray asked about the status of this building. Tom stated that this is a Fire Dept. issue.
