11-16-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 16, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Patrick Jentz, Engineer I Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain P.J. Sorensen, Chairman GUESTS: Margaret Davis, Resident HEAR THE PUBLIC: Chad Fincher, Parks & Rec. Director Tom Jentz, Planning & Building Director Del Phipps, Industrial Pre -Treatment Coor. Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Margaret Davis, 160 Charlotte Avenue — "Regarding the curb cut on Surgical Services Drive, the hospital is linking a frontage road just south of Sunnyview because they are putting together three parking lots. There are no sidewalks going in in connection with this project. They have poured curbs, so it's not a concrete problem. There are no sidewalks on the interior of the Medical Arts parking lot. People are walking in the street. Where they could walk off the street, there are snow piles and/or storm swales obstructing the way off the parking lot and drive-thru service. Surgical Services is a private road, but it's the only north/south link between the north and south parts of the H-1 zone. The impacts continue to grow, and it is very inadequate. The current PUD that was passed in March of this year has a pedestrian connectivity element (410) to it that requires sidewalks to be installed when there is adjacent development. The PUD itself has no plan. Finally, Pedestrian Way on the east side of hospital by Brendan House was to be completed within one year of passage of the PUD. There are four months on that, which I'm sure the City will be watching to see that they comply by the time limit. There was to be a Final Plan that is drafted by the developer. Mr. Harball says it's not necessary, but I disagree and believe that a plan would be a good idea. Thank you." PERFORMANCE BOND REMINDERS: Forest Service Bond —They would like to have their bond released for on -site improvements. There was a bond for the extension of the road, which is separate. Public Works and Planning have released the on -site bond. Fincher will check on the bond work for Parks. OLD BUSINESS: RDO Phase 2 (Phase 1 was only interior work) — They have sent responses back to Public Works. Tabler noted Public Works is finalizing their comments but are ready to pass this through. This is passed through Site Review. Great Northern Dental — 85 Village Loop; new office. Tabler stated we have received their geo- tech report, but there are some recommendations in that report that will affect the current design. We still have outstanding comments from July that have not been addressed. The results from the geo- tech report will also need to be addressed, so we are waiting on a resubmittal. This will be on the agenda for next week. Casa Mexico — 1600 Hwy 93 S; addition to existing restaurant. Public Works is working through the details on the grease interceptor. They will also be putting in a new fire service line. We are waiting for details on that. Sorensen is waiting for some parking dimensions. Fincher is good with this project. This will be on the agenda for next week. Owl View Landing — Sawyer Lane; new multi -family condos (8-plexes). Parker is working with them on their handicapped parking locations. Fincher is okay with their 7 ft. setback instead of 10 ft. They will provide the hedge to accommodate the 3 ft. difference. They don't want to take out the rock mulch because they need it for drainage/stormwater. Their conveyance swales could just be different materials. The SW corner is taken care of Tabler will look at the design. He believes that nothing would require them to have rock. Fincher suggested they could do a planting density to cover it. Sorensen noted an area that is labeled as a valley gutter, with 24 ft. Discussion was held regarding the rock mulch. P. Jentz noted they are utilizing a structure for the stormwater treatment, so it would just be conveyance. Fincher stated they could do a planting density above what they have now in order to cover it for a season. Fincher will go look at this project. He stated the recreational amenity for this project should be more substantial. He would prefer playground equipment or a basketball court. Fincher will e-mail Mulcahy to follow-up with him. They should have a final plat application in before their permit is issued. This will be on the agenda for next week. Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. Sorensen sent out comments about the future possible drive-thru. They have submitted an updated landscape plan. This project is still working its way through ARC. Public Works is waiting for a resubmittal. Fincher asked ifplans have been received for the water fountain at the corner. Sorensen will find it for him. The rocks have been put up. This will be on the agenda for next week. REI — this will be going in between Hobby Lobby and Home Goods. They have the colored connection from the actual sidewalk. Tabler is still waiting for some additional materials. This will be on the agenda next week. NEW BUSINESS: Town Pump (north) — They did some PUD work this spring. They are planning to add a canopy and a few pump islands off to the west of their existing canopy area. No expansion of the building. No questions from the committee. Tabler noted there is a small segment in the NW corner of their expansion where they will need to dedicate some ROW prior to us issuing their building permit. This will be on the agenda for next week. 2 PLANNING OFFICE ITEMS: November Agenda Downtown Plan —This will move forward to the Council on the 20''. Southside Estates — annexation of 10 acres to the east went to the November 14'' meeting. They proposed residential apartment zoning, RA-1, and then the western portion would be R-4, which is the same zoning in that area. Developer - Nygren stated they met with Nick Coussoulis. He bought and annexed the 55 acres on the west side of Rose Crossing, adjacent to the river. He is looking at buying the multi -family lot along the Armory, 17 acres, at Kalispell North Town Center from Jeff. That may change how the Final Plat comes together. Begg Property/Spokane Development Team — Their application came in for 324 multi -family apartments off of Two Mile Drive. This will be built in 3 phases with 108 units in each phase. They will be coming in for a CUP, zoning, and annexation for the December meeting. Three Mile Drive and Rockwood - everything to the northwest, there is 100 acres along Three Mile and then following Farm to Market to the stream. They are looking to annex into the City and develop single-family and multi -family housing, with a possible B-1 business area. Water and sewer would come in from Mountain Vista. We should be receiving their pre -application in December. Development — Annexation and zoning change for the 10-acre piece that is immediately east between Southside Estates and the Jeannette Rankin Elementary School. OTHER REPORTS: Parking in Boulevard — There was a complaint about someone parking in the boulevard on 5r'' Street West between 8 h and 9 h Avenues West. There are four corner lots. There is a sidewalk but no curb. The sidewalk sits back about 10-15 feet. Rademacher tagged the green van with the flat tire with a 72-hour tag. KPD will initiate the towing process tomorrow. Site Review Next Week — With Thanksgiving occurring next Thursday, we will be meeting on Wednesday, November 22°a at 10 a.m. for Site Review.
