OLD BUSINESS: Kohl's Building and Subdivision / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — Storm sewer and water approvals were sent out yesterday from Public Works. No building permits will be issued until final plat. Their lighting plan needs some changes. Hydrant locations are done. Possible locations for connections to the bike path need to be identified. BPA sign -off is necessary. Landscaping plan had some problems with clear vision triangles. NEW BUSINESS: Four Cays — 145 Commons Loop; new office building — dental offices. Trying to get as much parking as possible. Some modification. Contractor wants to start doing some utility work. Steel pan deck with a landing coming out and concrete. The landing would be on grade and count toward being part of the building. The retention wall is 15' from the building and goes along the parking lot. The stairs would be suspended and off the setback. Architectural Review had conditionally approved this pending seeing the upper third of the building. Check with Parks as to the street trees. They are planning on putting in internal landscaping. They are moving the trash enclosure. They will infiltrate but need to do the perc test first and then contact Susie. The bridge is similar to the stairs with the middle deck and retaining wall. The main entry on the building is along the bridge and there are stairs to the upper level. The building will be sprinklered. They will have a ground source heating system. Final elevations and the lighting plan need to be included in their final plans for next week. Their drainage plan and maintenance plan need to get to Public Works. They want to get the site work going. Sprinkler plans need to come in with the final plan. ASI (Accessible Space, Inc.) Senior Housing — 3ra Avenue West — housing with rent subsidy program for seniors. They are looking at 24 units, three stories, to fit on the lots across the alley from Syke's. There is enough room for adequate parking and access, but it would need to be sprinklered. Dimensionally, it would all fit in there. The big issue is feasibility with Syke's parking. PLANNING OFFICE ITEMS: 71h Avenue West — flag lots with shared sidewalks. In -fill subdivisions should be required to put in curb, gutter, sidewalks, and boulevards. The Committee agreed that sidewalks should be required, and exceptions should only be made by the Council as per our Subdivision Regulations. Fire does not need any special turn -around area. The driveway should be a common driveway, and they will need to make up some of the parking. Wayne Grilley Annexation — This is going to the Planning Board on Tuesday night. He will remove all the structures from his property prior to annexation. OTHER REPORTS: Glacier High School — They are requesting their Certificate of Occupancy. There are some issues with their landscaping. The Bass Center — They are close to having a remainder permit issued. We need their survey to match up with the property lines. They did a deed, but none of this is recorded at the courthouse. It should be perfected by the end of May. Fire Dept is OK with that. Water Rights — Discussion was held regarding water rights and transfers. We need to have water rights as soon as a project comes in the City. We need to have this adopted in our Subdivision Policies and in our Design and Construction Standards. Nicole will add this to the proposed subdivision policies list.
