Performance Bond Reminders: None. OLD BUSINESS: Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — No updates. Kohl's will not push the river rock. They are waiting on flow test results. F. Ray will get the information out to them today or tomorrow. Four Cays —145 Commons Loop; new office building — Toby McIntosh - Frank stated they have some issues with drainage and grading. They have included a landscaping plan. There is a substandard cut going on for 3 or 4 feet on the property to the south. Hitting existing grade at property line. Parking island nose has 40% porosity. They need to identify the walkway bridge. They need to check the drainage at the northeast corner of the site near the garbage site. The fire hydrant needs a 9" Storz adaptor. They need to see Susie about their storm water issues. They need to identify their mulch as rock (i.e. shale, crush, or chip) or organic mulch. No river rock. This will be sprinklered. Access easement may be adjusted to help the neighboring property with their property. The storm water management permit needs to be obtained first. This was conditionally approved. TD&H Office Building — 35 Three Mile Drive; new office building — this went through Architectural Review with no issues. Public Works has discussed this project with Mike Frasier. We have asked for a Storz adapter on that hydrant. Landscaping plan has been received. Lighting issues. The major issues are with Public Works. May need to sprinkler the building because of being only 100' to the property line. Conditionally approved. Maxwell — 226-3rd Avenue East — conversion of residential to office — Existing single family house built at 192. Add back in covered porch in front. Four parking spaces in the back. They need to do some sidewalk work. For attorney offices. Put in partial basement. They need to be aware of storm drainage impact fees that they will incur. Public Works needs a plan that shows what is existing and what is proposed. Paul will call him. This is approved through Site Review pending addressing the Public Works issues. Fire is okay with this project. Kidsports — Champion Way; concession/restroom — Concession stands. Fire accessibility/code issues need to be reviewed. Near Highway 93 and Four Mile Drive for the first project. The second project is on the soccer fields off of Four Mile Drive. Public Works wants a site grading plan. The lights will be upgraded when Four Mile Drive is improved. Both buildings will be sprinklered. See how far off the road the pavilion will be. This will remain on the agenda. Glacier High School — revised landscaping plan — Chuck Cassidy — their revised landscaping plan was reviewed. They are trying to get their C of O completed. The school district will be putting the landscaping plan in over a three year period. The internal parking islands will be cleaned up, dripped and irrigated, and enhanced with bark and potentilla. Chuck voiced a major concern about the cost of watering. They will need to plan for dust control. Their softball fields will be graded and greened. Regarding Wolfpack Way, the DNRC will get an RFP to finish this road. The east end of Wolfpack Way will be paved as an all-weather road and have bollards. A temporary driveway was discussed for Wolfpack Way. The school district could do this and get reimbursed later. Architectural Review looked at the landscaping plan and were generally comfortable with the plan. Parks and the school district will have a Memorandum of Understanding (MOU) regarding this. They will need to run this by Susie in Public Works regarding the seeding, etc. This is passed through Site Review. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Two Lots — to be subdivided along 4th Avenue West and llth Street. The property has multiple buildings. The owner will keep the house and remove the three other buildings. This is a flag lot with two lots up front. The two lots without buildings could support duplexes. The sidewalk on 12th Street has numerous large, mature trees and it's close to the road. Address setbacks. Parking could be difficult with this configuration; they could shift the driveway to the center, improve their on -site parking options, and would only have one curb cut. Additional right-of-way of 10' is not there, so they are asking for a subdivision variance that would dictate no ROW. Sidewalk would require them to take out some very healthy, mature trees. They are increasing density but not putting in pedestrian access. Could have the trees by putting the sidewalk in the setback. Public Works will submit a letter to Nicole, stating that this should not be set as a precedent for the future. Locate the trees, show where the easement is, and come back to Site Review, and reconfigure the lot so the flag is coming up through the middle. Locate the edge of the ROW. This is non-exclusive. Willow Creek — The Highway Dept. needs additional ROW along Foys Lake Road; about 8/10ths of a acre. Since they will lose some of their common area, Paul thinks they have a poor design for their access. Tom stated that if we do not require him to lose lots to give us more open space, he would grant the ROW over to NIDOT. We will ask for additional open space, and if he grants this 8/1 Oths of an acre to NIDOT, then we will waive the requirement for additional open space. The developer is thinking of redesigning this project. We will suggest that access onto Foys Lake Road should be relocated to the west to meet NIDOT requirements and lots 10, 11, and 12 may need to be redesigned to accommodate an access road that will line up with Valley View. Spring Prairie Professional I — Final Plat (Forest Service) — they need final approval oftheir landscaping plan. They have drainage issues, as it is not as according to the plans. They have their own as -built and own design that was never approved. Chad will take a look at this. Public Works has an issue with some valves. Three Mile Views — between North Riding Road and Garland. Issues with their S.I.A. They could bond for some of the issues. They have no estimated completion dates and no explanation of their landscaping. Discussion was held about straightening out the bike path. Their engineer's estimation is not accurate and we need better detail. This is an incomplete application. Storm water issues should be put in place. Nicole will send them a letter. OTHER REPORTS: Spring Creek —Extensive discussion was held. It was suggested that we provide water meters only upon issuance of a C of O (or otherwise limit the actual water supply during construction). In this case, we can potentially revoke the one C of O that was issued. They could get their building permit but not have access to their water. Aspen Creek — Secondary access road on the south end will be installed. Silverbrook — Once Public Works verifies there is water there, F. Ray will do the flow testing.
