Ray Ruffatto, Deputy Fire Marshal Kathy Kuhlin, Recording Secretary Kohl's / Spring Prairie Phase 3 — Hwy 93 N; overall site layout and new retail store — received final plat application for Spring Prairie Phase 3. Going through application, going in front of Council first week of June just for infrastructure. Final plat in June and issue building permit. Connections on sidewalks will be completed, but are subject to change. BPA won't allow any pavement within 50' of their tower and then there is drainage in the northeast corner. Put on northern end around the detention pond. Could do a performance bond within the limits of the SIA for the bike path / pedestrian connectivity. Need to follow up on their lighting on site. Parking lot access connectivity to the pedestrian path within the parking lot north of Lot 10 (two islands). Southwest corner of Treeline Road, irrigation system on south side of Treeline Road. Tie irrigation into parking lot landscaping irrigation. Chad will complete a letter and Sean will also do a letter. Grease Monkey — 2322 Hwy 93 N; new auto oil/lube facility — Spring Prairie Phase 2 in front of Costco. May have some architectural concerns. Will go to Architectural Review on Tuesday. May do two-way through south property line. Concrete curb with 12' aisle and carwash. Stacking could be a problem. Twenty foot landscaping buffer. Sidewalk to curb works. Fire hydrant location needs to be confirmed and possibly moved. Landscaping plan needs to be reviewed. Northern Lights Chiropractic — 1066 N. Meridian; new office. Their site plan was reviewed. The parking lot is already in. Looking at the pad. Passed through Site Review. NEW BUSINESS: Mountain Vista PUD Amendment — proposal to use R-3 property development standards (primary change is increasing max. permitted lot coverage from 35% to 40%) — on Three Mile. Initially petitioned for an R-2/PUD, so they ran into problem with lot coverage.. We want to adopt the R-3 property standards. The Habitat house out there can't make it work with the lot coverage. Allow them to go up to 40% lot coverage. Will remain R-2 with R-3 standards through PUD to allow them to go up to 40% lot coverage. This is a minor change and PJ will send a memo. Sizzler — 115 Hutton Ranch Road; new restaurant — next to the Quilt Gallery. Need to show where the right-of-way line will be. Identify where the cross systems will be. Building elevations of about 20' tall. The fence along the retaining wall should match the other retaining walls near this project. PLANNING OFFICE ITEMS: 4th Avenue East and 14th Street East — Waiver of preliminary plat. On the west side of the property there is a house and they want to add on but will encroach into the street. He needs to get it to his property line. 13th has new sidewalk and old street trees. He will need to put in those. On 4th he can put sidewalk in around the large tree. The fence and house are in the right-of-way. Fence will come down and get house out of the ROW. Encroachment is in the setback area, but can be grandfathered in. Any kind of stoop or landing or door swing needs to be out of the ROW. Stand up curb and gutter on 13ti, Put paving on the alley for 50' or so to the edge of the roadway. They need to show how to convey the storm water. Need to put a drain in 13th and 4th. Need to be sure there is a hydrant on the corner also or one will need to be put in. If this is a townhouse, he will need a separate service line for water and sewer for each unit, with a 10' service line easement. Needs to show how he is going to get each one a separate water service and a 10' easement for the west lot from 4th Avenue East lot. All new utilities need to go underground. There needs to be a 10' utility easement on the southwest side. They will need a building permit. Four Lots off of Willow Glen - Referral from Flathead County on a four -lot split off of Willow Glen between Willow Glen and Collier Lane. MDOT and County have noted that there is adequate site distance to allow an approach. We need to prohibit the access onto Willow Glen and make them come out on Collier. They need to get some ROW in there — MDOT will require 80' . Additional minimum ROW to accommodate an architectural design on a State secondary highway and a 10' bike path. Develop this cross to the intersection may complicate future design options and solutions. That would possibly necessitate condemnations for a major arterial. Fifteen feet on lot 4, curb and gutter on Willow Glen, need to apply urban standard design. 2A and 26B. MDOT is doing a safety project in this location with flashing lights. Additional ROW on Collier Lane. No direct access on Willow Glen. 2 Northern Lights Boulevard — on south end, south of Three Mile Drive. Conditional use permit to turn it into a women's recovery group home. Will need a building permit. To be treated like a home. Roger asked the exact use. Unknown at this time. Siderius — Annexation on Highway 93 South which surrounds the Gardner RV Auction site. Large books will be sent out next week. It straddles the bypass. Jerry Nix and Tia Robbins project. 610 Meridian Road — annexation request on South Meridian Road across from 6th Street West, east of Wild Geese Gardens. Wants to connect to City water and sewer. Large shop on property. Hydrant is on 5th Street West. Surrounded by single family homes and multi- family developments. Has a gravel driveway but would have to pave this sometime. Access is off south Meridian Road. Pay impact fees once annexed. Will get a break on storm water. Extended connection from water main — separate service line for each building. Wild Geese Gardens is west of the property. The committee was interested in knowing what the shop is used for. OTHER REPORTS: Amore' — located on 5th Avenue W. N. was discussed. Eisinger — Still need their C of O — need to meet with Eisinger as to completing some Public Works and hydrant issues. The hydrant on the northeast corner is washed out as well as others. The bike path agreement is still pending. Aspen Creek Phase 2 — connection over to Spring Creek. Requirements have been given to them. Kidsports — Impact fees were discussed regarding the Kidsport's projects.
