A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, OCTOBER 30, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. COUNCIL PRESIDENT JIM ATKINSON PRESIDED.
COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL
GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE
PRESENT. MAYOR MARK JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner, and City Engineer
Keith Haskins.
President Atkinson called the work session to order.
DISCUSSION ITEMS
1. Traffic Review
Russell briefly went over the traffic topics being discussed and turned the review over to Turner.
Turner said that staffs' goal is to receive direction from council regarding these various requests, all
of which came from businesses, residences, and staff. She said the safety of the travelling public is
most important and detailed the various requests as follows:
o Eagle Transit would like to move their bus stop from 3rd Street East to the two spots in front
of the Library on 1 st Avenue East.
Dale Novak, Program Manager for Eagle Transit, said the bus stop used to be out front years
ago; it is not safe pick up on 3rd now because they have to go down 2nd Avenue East and it
is a very narrow, one-way road.
Turner requested that a resolution be written to move the bus stop.
o KRMC has requested a No Parking zone on Heritage Way, which is very obstructed because
of the congestion and the curvature of the road. Public Works is recommending No Parking
on Windward Way to Sunnyview Lane.
o A resident who feels it is a safety risk due to the narrow road has requested No Parking on
Crestline Avenue from Claremont Street to the west.
However, Immanuel Lutheran likes the on street parking and does not see it as a safety risk.

There was discussion regarding on street parking and the distance visitors need to walk to and from
Immanuel Lutheran.
Guiffrida requested legislation that would set engineering standards for road width, parking,
engineering and safety issues.
Gabriel suggested the entire area be made "2 Hour Parking".
o Flathead County has requested that No Parking be allowed on 1 Ith Street West from Main
Street to 2nd Alley West.
Turner explained this area has a very high street parking usage with a high volume of traffic
and a very congested intersection.
o Staff recommends No Parking on arterials and collectors that are not wide enough to allow
on -street parking.
There was discussion.
o Staff also recommends that clear intersection sight triangles be held to a consistent general
standard on arterials and collectors; Airport Road and Whitefish Stage Road have some clear
vision issues.
There was discussion regarding the residential streets clear vision triangles, particularly on 3rd and
4th Avenues East.
o Turner then detailed staffs' request for load limits on some area roads and to set emergency
load limits and truck sizes. She said they would like to adopt the state regulations to match
the federal and state motor carrier laws because the current code is antiquated. She noted that
operators would be liable for damaged city infrastructure and any damages from new
construction or development to curbs and gutters would be charged.
There was discussion and Turner answered questions.
o Turner described the Safe Routes to Schools analysis that was done for Hedges School.
Turner answered additional questions.
Public Comment
Sid Daoud, 1942 Teal Drive, commented regarding the security of the parking lots at the hospital at
night, noting they are sketchy and the bus does not run, and the fact that 1 Ith Street West and 1st
Avenue West is a bad intersection. He remarked that legislating engineering standards would impact
Ward 3 and Ward 4 disproportionately and he would like to know how many parking spots will be
lost if they are enacted.

MAYOR/COUNCIL/CITY MANAGER REPORTS
Russell remarked he will be going to Helena on Tuesday for a meeting with the Governor and others
regarding budget concerns.
Gabriel asked if a conversation could be held regarding keeping snow off of the middle school path
this year so the kids can walk on it and not on the road. She also thanked Chief Nasset for allowing
Officer Parce and Cairo to visit seven schools for CARE and Red Ribbon Week.
Kuntz remarked council should review the language for cleaning up sidewalks after significant snow
events.
