10-12-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, October 12, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Chad Fincher, Parks & Rec. Director Patrick Jentz, Engineer I Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner Wade Rademacher, Police Captain Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary GUESTS: Corey Wiley and Mark Owens (OWL Corp.); Toby McIntosh (Jackola Engineering); and Margaret Davis (Citizen). HEAR THE PUBLIC: Margaret Davis, 160 Charlotte, homeowner. She spoke to the committee about her concern over another parking lot going in the hospital area. "It empties into Surgical Services Drive, which is more of an alley. This is the only connector between Sunny View and Conway. The linking of traffic between the entrance and reception of the hospital and the Medical Arts parking lot has the potential to create a problem for traffic turning left off Sunny View, going south to the emergency room. This will have impacts that aren't anticipated by an overall Transportation Study. It seems to me that this is just in the process of creating more problems without a public alternative to 93 connecting the north and south parts of the hospital zone. My comment is this adds to an already bad situation on Surgical Services Drive." PERFORMANCE BOND REMINDERS: Moose's Saloon — They have posted a $2,700+ Cashier's Check. They have started some of the construction. Fincher drove by and noticed there is sod there now. He will look at this project further. OLD BUSINESS: RDO Phase 2 (Phase 1 was only interior work) — Fincher is good with their landscaping. Public Works sent out comments. There will be some realignment of the crosswalk to the south and the walkway will need to be 8 ft. wide concrete in the ROW. MDT will also have a permit required that will need to be approved. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. Everyone is okay with this project. This is passed through Site Review. Great Northern Dental — 85 Village Loop; new office. Tabler stated they are in the process of getting some deep soil borings to try to get a cross section of what the slope is looking like. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. Nothing new has been submitted. Sorensen will pull this from the agenda until something moves forward. They are still planning on meeting with Public Works and the City Manager. Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. Carver is working on their drainage submittal. This will be on the agenda for next week. NEW BUSINESS: Owl View Landing — Sawyer Lane; new multi -family condos. Their infrastructure is in. Civils were submitted with their ARC submittal. Public Works will review these. They will use their carports to illuminate the parking lots. Their Stormwater Permits have been approved by P. Jentz. This will be on the agenda for next week. Spring Prairie 4 (Shops 2) — 2244 Hwy 93 N; new tenant space. They will be further down from Krispy Kreme. It's the second to the last pod to the south. They are looking for alternative accesses. They will have three tenant spaces. This was put on hold by ARC. They are leaving space as they may want to put a drive-thru in in the future. Fincher asked about the water feature that would go in right across from McDonald's for Spring Prairie 4. They are still working on this. KRH Medical Arts Parking Lot — 210 Sunnyview. McIntosh noted they will be adding as many parking spaces as they can on the north side. No concern about the crossing. This will be draining to a swale. Tabler would like to review this. This project is passed through Site Review with the condition to hold the Construction Permit until it is approved by Public Works. PLANNING OFFICE ITEMS: Nothing on the Agenda for October OTHER REPORTS: Downtown Plan — Jentz noted their Downtown Plan is going forward.
