CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7 p.m. B. Confirmation of Kalispell Police Officer Brian Struble t� Police Officer Brian Struble has successfully completed his probationary period and Council confirmation of his appointment is requested. Public Comment Mayor Johnson opened public comment. Seeing none, he closed public comment. Motion and Vote to approve the consent agenda as submitted. Administrative Captain Wade Rademacher presented newly appointed Police Officer Brian Struble and explained why the Police Department is very happy to have Officer Struble on board. Mayor Johnson congratulated Officer Struble on his appointment. F. COMMITTEE REPORT - None. G. South Kalispell Tax Increment Financing District Traffic Impact Stud This item considers approval of a traffic impact study, focusing on the 18th Street and Airport Road Intersection, and the Airport Road and 13th Street at Highway 93 South intersection for improvement. City Manager Doug Russell provided the staff report for this item. Community and Economic Development Assistant Director Katharine Thompson spoke further on this item. 07:10:14 PM (00:10:42) Councilor Guiffrida asked questions of staff. Councilor Kluesner continued questions of staff. Public Comment Mayor Johnson opened public comment. Marc Rold, Public Comment Mr. Rold, Chairman of the Urban Renewal Agency Board explained why the Board would like the council to approve this request. Motion to approve a traffic impact study focusing on the 181h Street and Airport Road intersection and the Airport Road and 13t Street at Highway 93 South intersection, for improvement using South Kalispell/Airport Tax Increment Financing District funding in the amount of $30,000. Councilor Guiffrida began discussion on the motion. Councilor Atkinson continued discussion on the motion. Councilor Kuntz continued discussion on the motion. Councilor Kluesner continued discussion on the motion. Vote on the motion. I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • Dog Park Grand Opening: Approximately 150 owners and their pets attended the grand opening of the new Begg Park Dog Park. Appreciation for the Council's positive vote on the dog park was provided at the opening. • Next Work Session: Reviewing the West Side Interceptor and the next phases. • Revenue Transportation Interim Committee Meeting in Helena — Mr. Russell attended and provided testimony before the Committee regarding Tax Increment Financing. • Mr. Russell will be presenting regarding the value of Tax Increment Finance District's within Kalispell at the League of Cities and Towns Conference happening in Great Falls next week. 00:24:57 Councilor Kuntz complimented the schools that had meetings related to the recent school disruptions at multiple times and after usual work hours. Mayor Mark Johnson provided the following report: The Mayor announced he will be traveling to Helena to meet with twelve other Mayors and the Governor to talk about the budget situation in Helena and the impact on municipalities. They will be discussing ways to enhance revenue. Mayor Johnson gave heartfelt thanks to the Sheriff's Office, Police Department, the FBI, Law Enforcement, and School District 5 for all the work they have done in handling the cyber threats that have recently been received by the schools. Mayor Johnson also reached out to the families that have received threatening messages from the terrorist to say they are in our thoughts and prayers. J.
