HEAR THE PUBLIC:
1287 Burns Way — Margaret Davis addressed the committee regarding connectivity under the H-1
zone. This property is in the hospital PUD, and if it is final, then does 410 under the Property
Development Standards kick in? This has to do with pedestrian connectivity in the H-1 zone. It might
require the compliance of this condo to put in sidewalks on Conway. The responsibility for these
improvements is not clear. Should it be the developer who is the leasee, or the developer as the
condo association because of common area, or whether the owner of the building who is someone
else would be required to put in these developer improvements? She thinks that straightening out the
application of PUD Ordinance 1787 is critical to enforcing Standard 410 on pedestrian connectivity.
Burns Way, although private, should also have pedestrian connectivity improvements.
PERFORMANCE BOND REMINDERS:
Sunrift Brewery — We have accepted their 3-year bond for deferring their ROW improvements.
The Rock — The Performance Bond for The Rock has been released as they have fulfilled the water
service abandonment.
OLD BUSINESS:
RDO Phase 2 (Phase 1 was only interior work) — A new submittal came in for Public Works. Their
most recent updated plans show employee parking in the back on a gravel area. This will need to be
paved. Jentz met with Ed Taves, James Freyholtz, and Shane Stack from MDT to discuss the multi-
use paths in the ROW. Taves suggested Jentz write a letter to him expressing a policy allowing a bike
path from Ashley Creek to Four Corners placed in the ROW. Jentz suggested we just require an 8 ft.

concrete sidewalk through that area; then we wouldn't need permission. Or developers could put the
bike path on their own property. Public Works is still reviewing this. Parker still doesn't have
building drawings. The bike path at the intersection was discussed. This will be on the agenda for
next week.
Fresh Life — 31 — 2nd St E; addition to church. Public Works has not received a submittal with their
stormwater modifications yet. Tabler will follow-up with them. This will be on the agenda for next
week.
Sterling West School —135 Glenwood; new private school. Nothing new has been submitted. They
will be meeting with the City Manager tomorrow to ask for a variance from the Design Standards,
which are regulations. This will be on the agenda for next week.
PTA (Professional Therapy Associates) — 105 Village Loop and Whitefish Stage Rd; new office.
Public Works has sent out their comments. The developer is meeting with Haskins and City Manager
Russell to discuss the geo-tech issues on Great Northern Dental and probably on PTA. We are
waiting for comments to come back. This will be on the agenda for next week.
Great Northern Dental — 85 Village Loop; new office. They may ditch the whole project with the
geo-tech issues. The developer is meeting with Haskins and City Manager Russell to discuss the geo-
tech issues on this. This will be on the agenda for next week.
Husky Street Apartments — 1110 Husky St; new apartments. Fincher stated they will be adding
four trees. Comments have gone out from Fincher. They are waiting for Public Works' comments.
Young stated they will have one more revision with landscaping and addressing any further comments
they receive from us. The basketball hoop location is okay with Fire. They have satisfied their
recreational amenity. Their sign will be moved to the other side of the sidewalk. Young stated the
property south of this project is off by 5 ft. with their sidewalk. Tabler believes they should narrow
their lot and widen the street to be consistent with the rest of the street. They could then put their
trees on the other side of the sidewalk, with the sidewalk running along the curb. This may cause a
conflict with the fire hydrant location. The street width was discussed. Tabler will discuss this with
Public Works and then send out comments on this project. This will be on the agenda for next week.
Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. We are waiting for their response to
our comments. Public Works' submittal is on its way. This will be on the agenda for next week.
NEW BUSINESS:
Family Healthcare — 1287 Burns Way; ADA modifications to entrance. They will be adding
handicapped ramps and changing some of the landscaping in the front. Fincher will take a look at
this. They will also be redoing some of the sidewalks off the parking lot. This will be on the agenda
for next week.

PLANNING OFFICE ITEMS:
Downtown Plan — This plan was approved by the board and will be going on to the City Council.
Bloomstone, Phase 5 — Their Preliminary Plat was approved on Tuesday.
OTHER REPORTS:
Wells Fargo Bank — They are open to leasing the 13 parking spots to us. Nygren will work with
City Attorney Harball to get those spots on our list of spots to lease out.
117 Northwest Lane — Tabler stated that Jake Ek will be adding service for townhouses. This is a
20 ft. flag lot. Nygren stated they have an option to do two or four. With four, they will need an
additional 10 ft. They could do it with an ingress/egress easement or a boundary line adjustment.
Four will require a 30 ft. ROW and a sidewalk on one side with a 20 ft. driveway. Tabler added he
wants to do the two services on Saturday until he resolves the width of this. Nygren stated they sold
the house, and the back lot was sold to Habitat for Humanity. Tabler stated they are putting in a new
sewer service for the existing house, because the drain field is encroaching on the back lot. We'll
have to look at the site plan.
