08-28-17 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES AUGUST 28, 2017 View the minutes attached to the audio of the meeting at: http://kalispell.com/mayor and city council/Streaming-AV.php A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, AUGUST 28, 2017, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS JIM ATKINSON, SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, AND WAYNE SAVERUD WERE PRESENT. Also present: Public Works Director Susie Turner and City Attorney Charles Harball. Mayor Johnson called the work session to order. DISCUSSION ITEMS Stormwater Impact Fee Report Russell gave a brief introduction of the topic and turned the discussion over to Turner. Turner introduced Tom Gould, Vice President of HDR, the engineering firm that updated the draft final report. Gould summarized the report via a PowerPoint presentation and answered questions. There was discussion. There was discussion regarding future projects that impact fees will help to pay for. Gould answered further questions. Public Comment Brandon Theis, Impact Fee Committee member, noted that he agreed with some of the councils' comments and that he has struggled with some of those same issues. He remarked that stormwater is different from water and sewer connections in that no direct consumer connection is made. Merna Terry, Impact Fee Committee member, remarked that she voted against the report because of the amount of money collected in the buy -in component vs the amount of money planned to be spent in the future. She said that money should equal the capital improvement plan and the rest is just excess money. Gould noted the excess can be used for future upsizing and the buy -in is an opportunity to have funds available without raising rates. MAYOR/COUNCIL/CITY MANAGER REPORTS Russell noted that development to the northwest is where the west side interceptor stops and that we may be looking at building the west side interceptor all at the same time. Russell also stated the MMIA Board of Directors appointment will be on the September 5 meeting if anyone would like to volunteer to be on it. Mayor Johnson remarked he will be meeting with Senator Tester on August 29.
