08-31-17 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 31, 2017 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Charlie Harball, City Attorney Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary GUESTS: None. Dave Dedman, Fire Chief Tom Jentz, Planning & Building Director Wade Rademacher, Police Captain P.J. Sorensen, Chairman HEAR THE PUBLIC: Fresh Life Church — Sorensen stated comments came in regarding vinyl decals adhered to the sidewalks that advertise Fresh Life Church. Harball asked if this is a signage issue or encroachment issue. Rademacher stated KPD deals with Garage Sale signs attached to the light poles all the time. This is not allowed under City Code 19-23. He will contact them and ask them to remove the decals. PERFORMANCE BOND REMINDERS: Harball mentioned that Deb Deist and Mark Crowley are working on cleaning up the Bond List, so they will be contacting various people from the committee on outstanding bonds. OLD BUSINESS: Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. We are waiting for information regarding the berm. Fincher is working with them on this. This will be on the agenda for next week. RDO Phase 2 (Phase 1 was only interior work) — They are pushing to get their comments addressed. We need to see their plan for where their parking will be. Tabler will be getting back to them. Regarding the commercial sidewalk versus a bike path, Jentz stated we should just require a 10 ft. concrete sidewalk along the highway. He will follow-up with MDT on this for their approval. This will be on the agenda for next week. Fresh Life — 31 — 2nd St E; addition to church. Tabler has not seen any storm water submittal yet. No Amended Plat has been submitted, either. This will be on the agenda for next week. Fairgrounds — 265 N Meridian; ADA and bathroom improvements. They just hired Morrison- Maierle for their Civil Engineer. Tabler has had some correspondence with them on their meter pits. He will sign off subject to Del Phipps' sign -off. Building is also working out the hood issue. This is passed through Site Review with conditions. Harbor Freight — Spring Prairie Phase 4; new retail. They have submitted their landscape details and material schedule. Public Works approved this yesterday. This is passed through Site Review with the condition of Parks' sign -off. Great Northern Dental — 85 Village Loop; new office. Tabler stated the infiltration pond placement needs to be signed off by either their design engineer or a geo-tech. CNG would sign -off on a different site configuration, but the property owner wants to keep the configuration they have. They had asked if a Release of Liability letter from the property owner would be sufficient, but Harball said no. This will be on the agenda for next week. Sterling West School — 135 Glenwood; new private school. No decision on this yet. They are setting up a meeting with our City Manager and potentially discuss their case with the City Council to see if they can get a variance for it. This will be on the agenda for next week. PTA (Professional Therapy Associates) — 105 Village Loop and Whitefish Stage Rd; new office. Public Works has completed their initial review. Tabler should be getting comments out to them soon. We will have the requirement about the slope's ability and certification that it's not forcing a bad situation. This will be on the agenda for next week. Husky Street Apartments — 1110 Husky St; new apartments. Tabler met with their Engineer yesterday morning to discuss stormwater. Plans should be submitted soon. Tabler stated we should require they perpetuate the same street width by widening the street at this project from 32 ft. to 42 ft. to have it consistent all the way down for snow plowing, and then not require them to have a landscape boulevard. This should not create an increase in their costs. This will be on the agenda for next week. Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. Sorensen has comments out to them. Tabler will be sending them an e-mail next week. Their plans are good with the CUP. This will be on the agenda for next week. NEW BUSINESS: CMT Fabrication — 140 S Meridian; new garage/storage building. This is a non -conforming use. They are wanting to add a 16 ft. x 28 ft. garage/storage building that would have a garage door on it. Access will be off the alley. They will put in concrete by the door out to the alley. They will need to consolidate the two lots there. This passed through Site Review. PLANNING OFFICE ITEMS: 2 Bloomstone, Phase 5 — A Preliminary Plat application came in for Bloomstone, as their old Plat had expired. Their next phase will require them to punch Treeline through. Nygren asked that if anyone has any comments regarding the referrals he sent out, please submit them this week. OTHER REPORTS: Sunrift Brewery — Sorensen asked about their bonding. Tabler stated that Haskins was trying to work through their impact fee for the wet industrial and the bonding. Sorensen will check with Haskins. Fuel Fitness — Tabler stated the additional parking area for Fuel Fitness has been conditionally approved. Sorensen stated we had told them before that they will need to get flood plain information showing where the flood plain and the floodway are located. They may also need to get a Flood Plain Development Permit to do this project. They also did not have any landscape information for Fincher. The "Y" on the Railroad Track — T. Jentz stated Burlington -Northern is working with the City about getting additional land in public ownership that will be used for more trail. Additionally to include a 20 ft. easement for a trail system and a west side City Park. B-N believes this can be arranged for very little cost to the City.
