OLD BUSINESS:
45 — 6tb Ave W —just off of Center St called Distillery Square; convert existing space to retail. No
new development on this project. Clawson is going to have a status request letter sent to them. This
will be on the agenda for next week.
Lofts at Ashley — 2050 Airport Road near Teal; new 55-unit apartment complex. This did pass
through ARC. Fire and Public Works are fine with this project. Parks gave them a long list of
comments, including landscaping and the berm. There are some Building Code items that need to be
resolved. They also need to figure out their handicapped parking spaces. This will be on the agenda
for next week.
RDO Phase 2 (Phase 1 was only interior work) — They want to remodel the existing store. Chris
from Porch is looking for status from Parks and Public Works. They will need an 8' concrete
sidewalk. This will be on the agenda for next week. Along those same lines, T. Jentz stated that
Green Nissan/Hyundai will need an 8' concrete sidewalk but we need to follow-up with Freyholtz
first. T. Jentz will call him.
Fresh Life — 31 — 2nd St E; addition to church. Fincher is waiting for a couple of landscape details.
Sorensen stated their spaces that backed out into the alley have been changed. T. Tabler spoke with
them about their stormwater options. For stormwater treatment, they proposed to put in some tree -
filled taros out on First Avenue East to do a swap with treatment areas. Tabler recommended they
explore just putting on a CVS unit in line with the existing catch basin that they are currently dumping
into. It will probably be much more cost effective for them. This will be on the agenda for next
week.
Sunrift Brewery — 55 — I" Ave WN; remodel to brewery. Fincher has signed off on this. Phipps is
in the process of creating an MOU regarding the affluent flows. Public Works hasn't seen a plan, but
the two main issues, per Tabler, is the bonding for public improvements and if it is below our 10,000
sq. ft. threshold, they will need to provide something regarding their deferred stormwater plan for
Phase 2 of how this whole site will work together. Public Works will approve this with conditions
that they meet Public Works' requirements. This is passed through Site Review.
Fairgrounds — 265 N Meridian; ADA and bathroom improvements. Their project start date is
September 1st. Phipps will look at this regarding a grease interceptor. This will be on the agenda for
next week.
Harbor Freight — Spring Prairie Phase 4; new retail. They came in with civil drawings and a TI
package. Tabler stated Public Works will probably have some comments on their driveway
approaches and sidewalks. This will be on the agenda for next week.
Great Northern Dental — 85 Village Loop; new office. They are sorting through some site issues
per M. Johnson, including placement on the lot. Tabler met with their engineer a couple weeks ago
and went through comments with him. Their Zoning issue is dealing with the lot line. They will deal
with it, but it could be affected by the change of site. Tabler stated that the engineer will need to get
a Geo-Tech involved or certify it themselves. Johnson stated they may flip the lot so the building is in
the front and the parking is in the rear. This will be on the agenda for next week.
Sterling West School —135 Glenwood; new private school. Johnson stated they have done some
more investigation on stormwater with rerouting or dealing with the drainage issue relative to the
ditch. They are still sorting out some issues. The elevations due to the storm sewer revisions may
actually be difficult to incorporate any future development. There was some concern about having to
redo everything in the future. They are still discussing this. Sorensen added there will still be issues
with access into the front of the building, temporary landscaping, etc. This will be on the agenda for
next week.
PTA (Professional Therapy Associates) — 105 Village Loop and Whitefish Stage Rd; new office.
Application showing future development came in. There is the large parcel showing the three
buildings that would be in there. They have narrowed back the proposal to be just one of the corners.
If we review this as one building going in the corner and then they decide they want to subdivide, this
design could prevent them from doing the subdivision. There is the possible 10 ft. road reserve on
Whitefish Stage, which is pretty typical for this area. They would need to take the property line on
the west and move it over 10 ft. This 10 ft. ROW reserve on the west side would be for a Federal
Aid project. It would be your land, you would landscape it and take care of it. If the Federal Aid
project goes forward, the State would buy it from you. Their engineer told Tabler they will be doing
the utilities for the full build -out. They are switching over to two lots rather than three. The sanitary

sewer will still need to take place. There was also a water main that was going into the site to serve
the three properties. But with two properties now, he was planning to just run two services off of
Village Loop for water. Johnson thinks the power line will be the bigger issue. This will be on the
agenda for next week.
Sassy Nails — No update. Johnson will try to get a response back from them this week regarding
their number of employees and their parking.
Husky Street Apartments —1110 Husky St; new apartments. They need to draw in additional trees
for ARC. They are presently working on budget issues. We may need to look at their handicapped
parking locations. This will be on the agenda for next week.
NEW BUSINESS:
Casa Mexico —1600 Hwy 93 S; addition to existing restaurant. We looked at this in the spring with
a CUP. They will be adding paving in the back. The addition to the existing structure is to the west.
They will have the existing restaurant, a bar, and a casino on the furthest west side. P. Jentz noted
they will need a stormwater plan. This will be on the agenda for next week.
PLANNING OFFICE ITEMS:
Bloomstone, Phase 5 — A Preliminary Plat application came in for Bloomstone, as their old Plat had
expired. Nygren will route this to everyone.
OTHER REPORTS:
Glacier Bank ATM Change — This will be a parking lot and ATM lane change in the bank near the
Blue Cow. There are actually three properties. They will be relocating the ATM screen for better
visual use, and adding more parking. Separate entrances were discussed. There was concern about
stacking into the street with three approaches. Nygren suggested they make the first aisle approach a
one-way and angle the parking. Sorensen suggested they have only two approaches with the northern
one going into the ATM lane. The bank is concerned about congestion in the lot. We are concerned
about congestion in our street. T. Jentz asked if we have access distance spacing. How many
approaches can you have on a lot? What is the separation between the approaches? Sorensen stated
the Zoning Ordinance states you cannot have more than two approaches every 100 feet. A stacking
space is 9' x 20'. You would need 60 ft. on site for stacking, and then at least 100 ft. from that third
access. Tabler will check the Public Works Standards. The 100 ft. would be measured from the two
closest edges of what the driveways are.
Armory — Combine utility easement. Nygren is trying to facility how to get this easement. We never
got the easement when the Armory was annexed. We have to go to the State Land Board. They just
forwarded a full application that Nygren will forward to Public Works. It will need to be completed
along with a $50 fee by September 5 h for the mid -September Land Board meeting. The whole

engineering plan for Kalispell North Town Center relies on this easement that we don't have. Haskins
put a detailed e-mail together as to why we are requiring this, and the State Land Board responded
with this application.
Transportation Advisory Committee — T. Jentz attended the TAC Meeting on Tuesday. They are
working on the Transportation Plan Update process. We need to talk about budgets and expectations
with the State, but we will be updating our 206 Grant. We discussed our next priority for road
construction from our Urban Funds, which accrues about $718,000 a year. TAC decided that West
Reserve and Willow Glen are the two priorities. The State said they could use Bridge Funds to
rebuild the bridge by Home Depot over Stillwater to be a four -lane intersection concept. Then they
would work Whitefish Stage and West Reserve, creating a four -lane intersection with stop lanes.
West Reserve would stretch from that stop light in either direction, and Whitefish Stage would go
back and forth each way. The State wants to be able to take the Whitefish Stage Road all the way up
to the end of our urban limits, which is about a half mile. The State would like to nominate Whitefish
Stage going north, up past Rose Crossing as a secondary project towards Highway 40. They will do
a Corridor Study for those two lots. It will take a while to get going.
