Information Memorandum

1. Parks Department
Participation in our swim lessons at the Woodland Water Park continue to grow. We had
216 children registered for Session 2 (as compared to 168 participants in Session 1). Our
Rainbow class (basic skills for 6-8 year olds) continues to be the most popular class
accounting for 20% of our total lesson participation.
We just finished our youth scholarship summer
contest, a new partnership program in conjunction
with Park Side Credit Union. Six $100 winners
were drawn from the entries turned in at the
various Park Side locations. Here is a list of the
winners:

The intent of the program is to educate youth and
parents about the benefits of saving early with
informational sessions and flyers handed out at
local schools.

We had several week-long camps finish at the end of July. Our Mini Sports Camp and
Cheerleading Camp concluded last week with 28 and 20 participants respectively.
New bathroom fixtures are being installed at the Woodland Park main restrooms as well
as the restrooms at the Woodland Park Day Camp Center. The main bathrooms should
soon be opened to the public and the day camp restrooms are already open.
Several City Parks have been tagged recently with graffiti on playgrounds, benches, and
shelters. Park staff have been pulled from other projects to clean the graffiti.
A ditch at Begg Park is being constructed just north of the parking lot. Public Works
helped with the solution for drainage at the park. This work is being completed prior to
fence installation for Kalispell's Dog Park.
Parks staff have raised trees canopies over the streets on nine blocks to assist Public
Works with street resurfacing projects.
2. Public Works
4th Avenue East Project
The 4th Ave E. Water Replacement Project
is currently on schedule. The first phase of
paving will occur between Center Street
and 4th Street, which is anticipated to begin
on August 11. Water main should be
installed, tested, and in service to 91h Street
by August 11, with curbing and road
preparations following close behind. LHC
Inc. is on schedule to have all work
completed in front of Hedges School prior
to the beginning of the school year. Per the
contract, LHC Inc. has until November 15
to be done with all work on the project.
Water Distribution
City field crews have been busy conducting fire hydrant testing throughout the city in
order to gather data for the Water Facility Plan Update. The goal of this testing is to
assure a reliable water distribution system as well as providing invaluable data on how
the system will perform in the event of a high flow situation, such as a fire. The fire
hydrant testing includes capturing flow readings, flushing of the fire hydrant and line, and
documenting inefficiencies.
3. Fire Department
Since the last update, the Kalispell Fire Department has received 203 calls for service and
has conducted 2 outreach trainings with approximately 40 individuals in attendance.
Also on July 15, fire department staff assisted the Safe Kids Coalition with a car seat
installation and inspection event hosted at station 62.
4. Community Development
The Federal Rail Administration has formally obligated the USDOT TIGER grant funds
for Kalispell's Rail Park and Trail. Construction is set to begin the week of August 21.
To mark this important milestone in the TIGER project, a groundbreaking event is
scheduled for Tuesday, August 22, 2017, at loam on the Glacier Rail Park site.

5. Information Services
AV staff were able to adjust the positioning of the spot lights over the Council dais.
Preparations are being made to start the build process for a new database server.
The website redesign contract has been received by the City, signed and sent back to
CivicPlus. The project manager and trainer will be assigned as soon as the CivicPlus
legal team signs the contract.
6. City Clerk/Communications Manager
The City Clerk's office mailed 8,843 notices regarding the proposed storm sewer and
forestry assessment increases to property owners within the city limits.
The City Facebook page is typically reaching between 7,500 and 9,000 people per week.
Total followers has reached 2,800.
7. Building Department
Eight single-family building permits were issued in the past 3 weeks. This brings the
total of new housing units for the year to 72, compared to last year at this time when 79
residential building permits had been issued. The new McDonald's located at 1 110 Hwy
2 W received their certificate of occupancy and are now open for business.
Our fire inspection program continues with 34 businesses inspected this month. Staff has
been focusing current efforts along East Idaho stretching down towards Center Street.
8. Planning Department
The Planning Board will hold a public hearing on the Downtown Kalispell Plan at the
August 8 Planning Board meeting. If all goes well, the plan will be forwarded to the City
Council for review and action. Also at the August Planning Board meeting, the planning
board will hold a public hearing on behalf of Housing Solutions LLC who is proposing
Creekside Development, a 40 unit elderly tax credit housing project to be located on
Financial Drive in Kalispell if the state approves their application for funding.
